Following is a cumulative list of all bills and resolutions that have been determined by the Fiscal Analysis Division to be exempt from the provisions of subsections 1 and 2 of Joint Standing Rule No. 14, subsection 1 of Joint Standing Rule No. 14.2 and Joint Standing Rule No. 14.3 because they:

  1. Contain an appropriation;
  2. Authorize the expenditure by a state agency of sums not appropriated from the state general fund or the state highway fund;
  3. Create or increase any significant fiscal liability of the state; or
  4. Significantly decrease any revenue of the state.
