AN ACT relating to the legislative commission and the fiscal, legal and research divisions of the legislative counsel bureau; to amend NRS sections 218.160, 218.190 and 218.230, relating to officers and employees of the legislature, by deleting an incorrect committee designation and abolishing the office of amendment clerk and transferring the functions of the office to the legislative counsel; to amend NRS sections 218.240, 218.250 and 218.260, relating to the preparation of legislative measures, by deleting obsolete language, requiring approval of the legislative counsel of the form of bills prior to introduction; to amend NRS sections 218.280, 218.300, 218.340, 218.350, 218.370, 218.380, 218.420 and 218.430, relating to the enactment of statutes and the adoption of resolutions, by deleting references to the amendment clerk and replacing such references with the proper designation; to amend NRS sections 218.310 and 218.320, relating to the introduction of bills, by authorizing the introduction of other than typewritten bills; to amend NRS sections 218.480, 218.500 and 218.510, relating to the printing and distribution of legislative bills and resolutions, by requiring the director of the legislative counsel bureau to prepare statute and journal indexes; to amend NRS sections 218.630, 218.650, 218.680, 218.683, 218.695, 218.770, 218.780, 218.800, 218.810, 218.850, 218.860, 218.880 and 218.890, relating to the legislative counsel bureau, by specifying duties of the legislative commission and providing administrative services for the legislature, providing for salaries, per diem and travel expenses of the legislative commission and amending provisions relating to the duties of the heads of the fiscal, legal and research divisions of the legislative counsel bureau; to amend NRS sections 220.120, 220.130, 220.150 and 220.160, relating to statute revision, by providing that sale prices shall be set by the legislative commission for publications, and providing that unexpended balances of appropriations made to the legislative counsel bureau shall be placed to the credit of the legislative counsel bureau printing and binding fund; to amend chapter 218 of NRS, relating to the state legislature, by authorizing the publication of legislative manuals and handbooks; authorizing the legislative counsel upon direction of the legislative commission to commence, defend and intervene in legal proceedings; directing the legislative counsel to prepare legislative measures for members of the judiciary; making legislative findings relating to the postauditing of governmental agencies; empowering the legislative commission to administer oaths and issue subpenas; declaring the general objectives and functions of the legislative commission; to repeal NRS section 218.790, relating to changes in systems of accounting; and providing other matters properly relating thereto.
