Senate Concurrent RESOLUTION—Honoring former President Jimmy Carter for receiving the Nobel Peace Prize for 2002.
1-1 Whereas, James Earl Carter, Jr., the 39th President of the
1-2 United States, was born on October 1, 1924, in the small farming
1-3 town of Plains, Georgia, the first President to be born in a hospital,
1-4 and spent his boyhood days in the nearby community of Archery,
1-5 Georgia; and
1-6 Whereas, He attended the Plains public schools, Georgia
1-7 Southwestern College and the Georgia Institute of Technology,
1-8 received a bachelor of science degree from the United States Naval
2-1 Academy and did graduate work in reactor technology and nuclear
2-2 physics at Union College in Schenectady, New York; and
2-3 Whereas, During his career in the Navy, Jimmy Carter served
2-4 as a submariner in both the Atlantic and Pacific Fleets, attained the
2-5 rank of lieutenant and was chosen by Admiral Hyman Rickover for
2-6 the nuclear submarine program; and
2-7 Whereas, On July 7, 1946, Rosalynn Smith became Jimmy
2-8 Carter’s bride, and 7 years later when his father died, Jimmy and
2-9 Rosalynn moved to Plains to carry on the work on the farms
2-10 belonging to the Carter family and to operate a seed and farm supply
2-11 company; and
2-12 Whereas, Jimmy Carter served the community of Plains in
2-13 various local organizations before becoming involved in state
2-14 politics in 1962, when he was elected to the Senate of Georgia, and
2-15 after losing one gubernatorial race, he became the 76th Governor of
2-16 Georgia in 1971, a position in which he manifested skills in
2-17 mediation through his intervention to prevent violence and find
2-18 peaceful solutions to heated racial conflicts; and
2-19 Whereas, On December 12, 1974, Jimmy Carter threw his hat
2-20 into the ring for nomination to the Office of President of the United
2-21 States, a nomination that he won on the first ballot, and was elected
2-22 to that Office on November 2, 1976; and
2-23 Whereas, During his years as President, Jimmy Carter’s
2-24 contributions in foreign policy were outstanding accomplishments
2-25 that endure today, the Panama Canal Treaties, the Camp David
2-26 Accords, the treaty of peace between Egypt and Israel, the SALT II
2-27 Treaty and the initiation of diplomatic relations with the People’s
2-28 Republic of China; and
2-29 Whereas, The establishment of the Department of Energy and
2-30 the Department of Education and the signing of the Civil Service
2-31 Reform Act of 1978 and Alaska National Interest Lands
2-32 Conservation Act of 1980 distinguished President Carter’s domestic
2-33 policy; and
2-34 Whereas, After stepping down from the responsibility of
2-35 making the decisions that shaped the policies of the Nation, Jimmy
2-36 Carter delved into pursuits that have contributed several lifetimes’
2-37 worth of positive deeds to his community, this nation and the
2-38 international community by serving as University Distinguished
2-39 Professor at Emory University in Atlanta, Georgia, teaching Sunday
2-40 School and serving as a deacon in his local church, volunteering
2-41 along with Rosalynn for Habitat for Humanity, authoring 16 books
2-42 and founding the world renowned Carter Center; and
2-43 Whereas, The Carter Center, whose goals are to “resolve
2-44 conflict, promote democracy, protect human rights, and prevent
2-45 disease and other afflictions” celebrated its 20th anniversary in 2002
3-1 and has truly exemplified the tremendous amount of incredible
3-2 action that can result from genuine commitment to noble goals; and
3-3 Whereas, To honor Jimmy Carter “for his decades of untiring
3-4 effort to find peaceful solutions to international conflicts, to advance
3-5 democracy and human rights, and to promote economic and social
3-6 development,” the Norwegian Nobel Committee, on December 10,
3-7 2002, awarded Jimmy Carter the esteemed Nobel Peace Prize; and
3-8 Whereas, Although the coveted medal, diploma and monetary
3-9 prize awarded by the Committee are material manifestations of the
3-10 world’s gratitude to this humble man, they pale when compared to
3-11 the love and admiration in the hearts of the myriads for whom James
3-12 Earl Carter, Jr., has made this world a better place and served as a
3-13 role model for true public service; now, therefore, be it
3-14 Resolved by the Senate of the State of Nevada, the
3-15 Assembly Concurring, That the members of the 72nd Session of
3-16 the Nevada Legislature hereby honor our former President with this
3-17 resolution for his receipt of the Nobel Peace Prize; and be it further
3-18 Resolved, That the Legislators of the State of Nevada express
3-19 their admiration and gratitude to Jimmy Carter for his lifetime of
3-20 dedication to promoting peace, democracy and human rights
3-21 throughout the world; and be it further
3-22 Resolved, That the Secretary of the Senate prepare and
3-23 transmit a copy of this resolution to Jimmy and Rosalynn Carter.
