AN ACT relating to lobbyists; prohibiting a lobbyist from requesting certain services from an employee of the Legislative Counsel Bureau without authorization from a Legislator; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1  Section 1. Chapter 218 of NRS is hereby amended by adding

1-2  thereto a new section to read as follows:

1-3  1.  Except as otherwise provided in subsection 2, a lobbyist

1-4  shall not request that an employee of the Legislative Counsel

1-5  Bureau provide professional services for the lobbyist.

1-6  2.  A Legislator may authorize a lobbyist to request

1-7  professional services on behalf of the Legislator from an employee

1-8  of the Legislative Counsel Bureau. The authorization must be in

1-9  writing and must specify the nature and extent of the services that

1-10  the lobbyist may request. The lobbyist shall not seek services other

1-11  than those specified in the written authorization.


2-1  3.  The Director shall develop a form for use by Legislators in

2-2  authorizing a lobbyist to request professional services pursuant to

2-3  subsection 2.

2-4  4.  As used in this section, “professional services” means

2-5  conducting, on behalf of a Legislator, legal, fiscal or policy

2-6  research or analysis, drafting a bill, resolution or amendment, or

2-7  otherwise engaging in work for which an employee is

2-8  professionally trained or qualified.

2-9  Sec. 2. NRS 218.904 is hereby amended to read as follows:

2-10      218.904  As used in NRS 218.900 to 218.944, inclusive, and

2-11  section 1 of this act, the terms defined in NRS 218.905 to 218.916,

2-12  inclusive, have the meanings ascribed to them in those sections.
