Assembly Concurrent RESOLUTION—Honoring the longest-serving Legislators in the State of Nevada, Joseph E. Dini, Jr., and Lawrence E. Jacobsen.
1-1 Whereas, The two longest-serving members of the Nevada
1-2 Legislature are former Assemblyman Joseph E. Dini, Jr., and former
1-3 Senator Lawrence E. Jacobsen; and
1-4 Whereas, Assemblyman Dini is a native of Yerington, an
1-5 alumnus of the University of Nevada, Reno, and a Nevada
1-6 businessman; and
1-7 Whereas, Assemblyman Dini served for 36 years in the
1-8 Nevada Legislature, beginning in 1966 when he was elected to the
1-9 Nevada State Assembly; and
2-1 Whereas, Assemblyman Dini served in the Nevada State
2-2 Assembly for a record 18 regular sessions and 5 special sessions and
2-3 was recognized for his strong leadership abilities by election to
2-4 Speaker of the Assembly in 1977, serving an unprecedented eight
2-5 times in that capacity; and
2-6 Whereas, “Mr. Speaker,” as Assemblyman Dini has been
2-7 known affectionately by colleagues and staff alike, was recognized
2-8 as an expert on numerous issues, including the management of
2-9 Nevada’s water resources; and
2-10 Whereas, Assemblyman Dini took the leadership role in many
2-11 areas affecting the State of Nevada, from equity issues of revenues
2-12 for education to safeguarding the clear waters of Lake Tahoe, in
2-13 which he worked to develop a compact with California to control
2-14 growth in the Lake Tahoe Basin; and
2-15 Whereas, “Mr. Speaker” has forwarded the international
2-16 interests of the State of Nevada by developing cooperative relations
2-17 with the Province of Taiwan of the Republic of China, and in April
2-18 2000, he was honored by the Ministry of Foreign Affairs of the
2-19 Republic of China with the Friendship Medal of Diplomacy; and
2-20 Whereas, In 2001, Speaker Dini was bestowed the honorary
2-21 title of Speaker Emeritus, a first for a Nevada Legislator; and
2-22 Whereas, Senator Lawrence E. Jacobsen is a native of
2-23 Gardnerville, served his country throughout World War II and is a
2-24 decorated survivor of the attack on Pearl Harbor; and
2-25 Whereas, Senator Jacobsen served for a remarkable 40 years in
2-26 the Nevada Legislature, which included 20 regular legislative
2-27 sessions and 8 special sessions, this being an all-time record for
2-28 legislative service in the State of Nevada; and
2-29 Whereas, In 1963, Senator Jacobsen began his tenure in the
2-30 Legislature with election to the Nevada State Assembly, and he
2-31 remained in the Assembly for 16 years and was elected Speaker of
2-32 the Assembly for the 1971 Session; and
2-33 Whereas, In 1979, Senator Jacobsen began serving in the
2-34 Nevada State Senate and was President pro Tempore of the Senate
2-35 for seven legislative sessions, setting a record for the longest service
2-36 of any Senator in this capacity in Nevada history; and
2-37 Whereas, Senator Jacobsen was a member of the Legislative
2-38 Commission for 26 years, 6 of those years serving as the Chairman
2-39 of the Commission, as well as being a member of the Interim
2-40 Finance Committee for 12 years; and
2-41 Whereas, Senator Jacobsen took a particular interest in the
2-42 buildings, grounds and staff of the Legislature and the Legislative
2-43 Counsel Bureau, being the main force behind moving the
2-44 Legislature out of the crowded Capitol Building and into a new and
2-45 completely separate Legislative Building; and
3-1 Whereas, Senator Jacobsen represented the Nevada Legislature
3-2 for many years through his work on numerous committees of the
3-3 National Conference of State Legislatures and the Council of State
3-4 Governments; and
3-5 Whereas, Always a strong supporter of the military veterans of
3-6 this state, Senator Jacobsen sponsored more legislation for the
3-7 benefit of veterans than any legislator before him; and
3-8 Whereas, The long and distinguished careers of Assemblyman
3-9 Joseph E. Dini, Jr., and Senator Lawrence E. Jacobsen will forever
3-10 serve as models of public service for future members of the Nevada
3-11 Legislature; now, therefore, be it
3-12 Resolved by the Assembly of the State of Nevada, the
3-13 Senate Concurring, That the members of the Nevada
3-14 Legislature pay special tribute to and express sincere gratitude to
3-15 Assemblyman Joseph E. Dini, Jr., and Senator Lawrence E.
3-16 Jacobsen in recognition of their long records of public service to
3-17 Nevada; and be it further
3-18 Resolved, That the Chief Clerk of the Assembly prepare and
3-19 transmit a copy of this resolution to former Assemblyman Joseph E.
3-20 Dini, Jr., and to former Senator Lawrence E. Jacobsen.
