AN ACT relating to the Charter of the City of Henderson; revising the Charter to authorize the City Council of the City of Henderson to determine by ordinance which positions of city employment are included within the system of civil service of the City of Henderson; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1  Section 1. Section 9.010 of the Charter of the City of

1-2  Henderson, being chapter 266, Statutes of Nevada 1971, as last

1-3  amended by chapter 596, Statutes of Nevada 1995, at page 2218, is

1-4  hereby amended to read as follows:

1-5  Sec. 9.010  Civil service.

1-6  1.  There is hereby created a system of civil service,

1-7  applicable to and governing the employment of all employees

1-8  of the City except [department heads, the City Clerk, the City

1-9  Attorney, the City Manager, and any elected officer.] those

1-10  employees whom the City Council, by ordinance, excludes

1-11  specifically from the provisions of the system of civil service.


2-1  2.  The system of civil service must be administered by a

2-2  Civil Service Board composed of five persons appointed by

2-3  the City Council.

2-4  3.  The Board shall prepare regulations governing the

2-5  system of civil service to be adopted by the City Council. The

2-6  regulations must provide for:

2-7  (a) Examination of potential employees.

2-8  (b) Procedures for recruitment and placement.

2-9  (c) Classification of positions.

2-10      (d) Procedures for promotion, disciplinary actions and

2-11  removal of employees.

2-12      (e) Such other matters as the Board may deem necessary.

2-13      4.  Copies of the regulations governing the system of

2-14  civil service must be distributed to all employees of the City.

2-15      Sec. 2.  This act becomes effective upon passage and approval.
