The Senate Committee on Natural Resources was called to order by Chairman Dean A. Rhoads, at 2:13 p.m., on Wednesday, May 14, 2003, in Room 2144 of the Legislative Building, Carson City, Nevada. Exhibit A is the Agenda. Exhibit B is the Attendance Roster. All exhibits are available and on file at the Research Library of the Legislative Counsel Bureau.

Chairman Rhoads explained Bill Draft Request (BDR) R-1323 (Exhibit C) consolidated private and public lands in Pershing County.

 

BILL DRAFT REQUEST R-1323: Resolution expressing support for the consolidation of public and private lands in Pershing County under certain circumstances. (Later introduced as Senate Joint Resolution 10.)

 

Chairman Rhoads said the City of Lovelock and the Nevada Land and Resource Company had been working closely on the land exchange proposed by the BDR.

Chairman Rhoads distributed a copy of BDR R-1323 for the committee members’ review (Exhibit C). The committee members would hear testimony on the measure on Monday, May 19, 2003.

Chairman Rhoads opened the work session on Assembly Bill (A.B.) 473.

 

ASSEMBLY BILL 473 (1st Reprint): Transfers authority to administer certain accounts that provide financial assistance to public water systems from Health Division of Department of Human Resources to Division of Environmental Protection of State Department of Conservation and Natural Resources. (BDR 40-1252)

 

Senator McGinness said the Division of Environmental Protection, State Department of Conservation and Natural Resources, was amenable to the proposed amendment.

 

Senator McGinness said he and his Assembly counterparts represented 11 of Nevada’s 17 counties. Many of Nevada’s counties faced non-attainment of federal water standards by the year 2006. The account established by the bill addressed the drinking water problems of all Nevada communities.

 

Senator McGinness said all parties concerned with the bill were agreeable to the proposed amendment. He stated Senator Coffin proposed changing the wording in section 8, subsection 1, paragraph (b), from “carcinogen” to “substances.”

 

SENATOR MCGINNESS MOVED TO AMEND AND DO PASS AS AMENDED A.B. 473.
