The Senate Committee on Legislative Affairs and Operationswas called to order by Chairman Maurice E. Washington, at 1:50 p.m., on Saturday, May 31, 2003, on the Senate Floor of the Legislative Building, Carson City, Nevada. There was no Agenda. There was no Attendance Roster.

Chairman Washington told the committee it had several measures to consider.
Senator Raggio asked what the Clark County School District representatives had said regarding Senate Concurrent Resolution (S.C.R.) 21.
SENATE CONCURRENT RESOLUTION 21: Directs Legislative Commission to conduct interim study concerning reconfiguration of school districts in this state. (BDR R-56)
Chairman Washington said when he spoke with the representatives from the Clark County School District, they stated the study would be too expensive for them to assume at this time.
Senator Raggio said he thought that was the case and did not believe the committee should take action on S.C.R. 21.
The committee members indicated agreement by nodding of heads.
Chairman Washington explained the next item for consideration was Assembly Concurrent Resolution (A.C.R.) 10, which was a performance study of the Public Employee's Benefits Program.
ASSEMBLY CONCURRENT RESOLUTION 10 (1st Reprint): Directs Legislative Commission to conduct interim study of operations of Public Employees’ Benefits Program. (BDR R-1111)
SENATOR RAWSON MOVED TO ADOPT A.C.R. 10.
SENATOR RAGGIO SECONDED THE MOTION.
THE MOTION CARRIED UNANIMOUSLY.

Chairman Washington informed the committee the next item to consider was A.C.R. 19, which was a study of telecommunications in Nevada.
ASSEMBLY CONCURRENT RESOLUTION 19 (1st Reprint): Directs Legislative Commission to conduct interim study of telecommunication services in Nevada. (BDR R-1188)
Senator Raggio said the attorney general's office had red flagged an extraordinary fiscal note on this bill. He asked whether the proposed amendment resolved the financial problems.
Robert E. Erickson, Research Director, responded he believed the proposed amendment took care of the problem. Senator Raggio emphasized the committee should not take action on this bill until it was absolutely sure the fiscal note problem had been solved.
The committee members indicated general agreement.
Mr. Erickson said he would report to the committee as soon as he had confirmation the problem was resolved.
Chairman Washington said the next bill was A.C.R. 18, and was a study of the juvenile justice system in Nevada.

SENATOR RAWSON MOVED TO ADOPT A.C.R. 18.
SENATOR WIENER SECONDED THE MOTION.
THE MOTION CARRIED UNANIMOUSLY.

Chairman Washington advised the committee the last item to consider was A.C.R. 14. He said A.C.R. 14 was a study of elections, ethics and campaign laws in the state.
ASSEMBLY CONCURRENT RESOLUTION 14 (1st Reprint): Directs Legislative Commission to appoint subcommittee to study election, ethics and campaign laws in this state. (BDR R-684)
Senator Raggio said this was a fourth study and the Senate and the Assembly had an agreement they would only have three studies each per interim. He said the committee should not take action on this bill
The committee members indicated general agreement by nodding of heads and saying "I agree."
Chairman Washington adjourned the meeting at 2:00 p.m.
