Assembly Bill No. 264—AN ACT relating to education; providing in skeleton form for the abolishment of certain county school districts; providing in skeleton form that the public schools within the abolished county school districts are under the direction and control of certain other school districts; authorizing boards of trustees of school districts to establish programs for the care of children on school property and programs to provide health care for certain persons; revising provisions governing the calculation of basic support for pupils who are enrolled in kindergarten for a full school day; requiring boards of trustees of school districts to establish magnet schools; increasing the number of days of school during a school year; requiring public schools to administer a reading comprehension examination to pupils who are enrolled at or above the 4th grade; requiring school districts to establish programs to administer achievement and proficiency examinations on the weekends in certain schools; revising provisions governing textbooks; requiring licensed teachers to work a certain number of hours per school day; authorizing the employment of a person as a school principal who does not hold a license as an administrator under certain circumstances; authorizing the parents and guardians of certain pupils to choose which public schools the pupils will attend; requiring boards of trustees of school districts to purchase retirement credit for certain teachers; prescribing the minimum number of credits required for promotion to high school; providing that certain children who are at-risk must be admitted to kindergarten for a full school day; requiring homeschooled children to take certain achievement and proficiency examinations; revising provisions governing the plan required of each public school for the progressive discipline and on-site review of disciplinary decisions regarding pupils; specifying the terms of certain members on a committee to review the temporary alternative placement of pupils; authorizing the Board of Regents of the University of Nevada to administer a program of loans for students who are enrolled in teaching programs; making appropriations; requiring boards of trustees of school districts to pay a minimum starting salary for teachers and prohibiting the payment of signing bonuses; and providing other matters properly relating thereto.

Assembly Bill No. 265—AN ACT relating to motor vehicles; providing for the reduction of certain fees for the registration of certain motor vehicles based upon the estimated number of miles that the motor vehicle will travel within this state during the year for which it is registered; providing for the adjustment of those fees based upon the actual number of miles traveled; requiring the Director of the Department of Motor Vehicles to adopt regulations; and providing other matters properly relating thereto.
Assemblyman Carpenter moved that the bill be referred to the Concurrent Committees on Transportation and Ways and Means.

Assembly Bill No. 266—AN ACT relating to education; requiring the Superintendent of Public Instruction to prepare a compilation of certain information for inclusion in the biennial budgetary request for the State Distributive School Account; requiring each school district to maintain a certain percentage in the ending balance of the general fund of the school district; revising provisions governing the calculation of basic support for pupils who are enrolled in kindergarten for a full school day; authorizing school districts to develop alternative plans for the reduction of pupil-teacher ratios in certain grades; requiring that the annual base salary of teachers and other licensed educational personnel must be cumulatively increased each year by a certain percentage; providing that certain children who are at risk must be admitted to kindergarten for a full school day; making various appropriations for education and educational personnel; and providing other matters properly relating thereto.
Assemblyman Arberry moved that the bill be referred to the Committee on Ways and Means.

Assembly Bill No. 267—AN ACT relating to motor vehicles leased for a short term; revising provisions regarding the collection of governmental services fees and recovery surcharges from a short-term lessee; requiring a short-term lessor to report to the Department of Taxation on a quarterly basis the amount of any recovery surcharges collected by the short-term lessor during the immediately preceding calendar quarter; transferring certain duties and functions from the Department of Motor Vehicles to the Department of Taxation; requiring the Executive Director of the Department of Taxation to adopt certain regulations; and providing other matters properly relating thereto.
Assemblyman Parks moved that the bill be referred to the Committee on Transportation.
