    It is good, O Lord, that it is not custom that brings us again into this sacred moment of prayer, but our deep sense of need. Forgive us all, that we talk too much and think too little. Forgive us all, that we worry so often and pray so seldom. Most of all, O Lord, forgive us that, so helpless without You, we are so unwilling to seek Your help. Give us grace to seek You with the whole heart, that seeking You we may find You, and finding You may love You, and loving You may keep Your commandments and do Your will. Through our Lord we ask these things.

    Assemblywoman Buckley moved that further reading of the Journal be dispensed with, and the Speaker and Chief Clerk be authorized to make the necessary corrections and additions.

    Assembly Bill No. 73—AN ACT relating to crimes; reducing the age of a victim that is used as the threshold for determining the applicability of certain crimes against older persons; authorizing a court to require a person found guilty of certain crimes against older persons to pay the cost of investigating and prosecuting the crime; providing a penalty; and providing other matters properly relating thereto.

    Assemblywoman McClain moved that the bill be referred to the Committee on Judiciary.

    Assembly Bill No. 74—AN ACT relating to brownfield sites; creating a revolving fund to finance the remediation of brownfield sites; requiring the Division of Environmental Protection of the State Department of Conservation and Natural Resources to administer the fund; providing for the uses of money in the fund; authorizing the Administrator of the Division to impose a fee; authorizing the State Environmental Commission to adopt regulations; and providing other matters properly relating thereto.

    Assemblyman Collins moved that the bill be referred to the Committee on Natural Resources, Agriculture, and Mining.

    Assembly Bill No. 79—AN ACT relating to health care; requiring an external review organization to be certified by the Commissioner of Insurance before conducting an external review of a final adverse determination of a managed care organization or health maintenance organization; authorizing an insured under certain health care plans to submit to a managed care organization or health maintenance organization a request for such a review under certain circumstances; requiring an external review organization to approve, modify or reverse a final adverse determination within a certain period; providing that an external review organization is not liable in a civil action for damages relating to a determination issued by the external review organization under certain circumstances; requiring the Director of the Office for Consumer Health Assistance to contract with certain external review organizations; and providing other matters properly relating thereto.


    Assemblywoman Buckley moved that the bill be referred to the Committee on Commerce and Labor.
