    Our Father in Heaven, as Your people of old marched up to their capital city, Jerusalem, they sang: “Unless the Lord guards the city, the watchman keeps awake in vain.” As we stand here today in our capital city, I don’t sing it, Lord, but I request the same. Please guard and bless our city, our state, and our nation. Unless you do, Father, it’s all in vain. In Your Holy Name I pray.

    Assemblywoman Buckley moved that further reading of the Journal be dispensed with, and the Speaker and Chief Clerk be authorized to make the necessary corrections and additions.

INTRODUCTION, FIRST READING AND REFERENCE

    By Assemblymen Grady, Collins, Goicoechea, Hettrick, Koivisto, Marvel, McClain, and Sherer:

    Assembly Bill No. 46—AN ACT relating to counties; removing the provision requiring additional notice of a meeting of the board of county commissioners to be held outside the county seat; and providing other matters properly relating thereto.

    Assemblyman Grady moved that the bill be referred to the Committee on Government Affairs.

    Motion carried.

    By Assemblywoman Giunchigliani (by request):

    Assembly Bill No. 47—AN ACT relating to higher education; requiring the Legislative Auditor to conduct an audit of the University and Community College System of Nevada and the Board of Regents of the University of Nevada; and providing other matters properly relating thereto.

    Assemblywoman Giunchigliani moved that the bill be referred to the Committee on Elections, Procedures, and Ethics.

    Motion carried.

    By Assemblywoman Giunchigliani:

    Assembly Bill No. 48—AN ACT relating to labor; providing expressly that the duties of the Labor Commissioner include the enforcement of certain provisions related to labor without regard to whether a person is lawfully or unlawfully employed; providing expressly that the provisions relating to compensation, wages and hours include persons unlawfully employed by revising the definition of “employee”; providing expressly that the provisions relating to occupational safety and health include persons unlawfully employed by revising the definition of “employee”; providing expressly that the provisions relating to public works projects include persons unlawfully employed by revising the definition of “workman”; and providing other matters properly relating thereto.

    Assemblywoman Giunchigliani moved that the bill be referred to the Committee on Commerce and Labor.

    Motion carried.

    Mr. Speaker announced if there were no objections, the Assembly would recess subject to the call of the Chair.

MOTIONS, RESOLUTIONS AND NOTICES

    Assemblywoman Giunchigliani moved that the action whereby Assembly Bill No. 47 was referred to the Committee on Elections, Procedures, and Ethics be rescinded.

    Motion carried.

    Assemblywoman Giunchigliani moved that Assembly Bill No. 47 be referred to the Committee on Ways and Means.

    Motion carried.

    Assemblywoman Buckley moved that KNPB-TV: Janice Baker; NEVADA APPEAL: Maria Dal Pan, be accepted as accredited press representatives, that they be assigned space at the press table in the Assembly Chambers and that they be allowed use of appropriate broadcasting facilities.

    Motion carried.

GUESTS EXTENDED PRIVILEGE OF ASSEMBLY FLOOR

    On request of Assemblyman Anderson, the privilege of the floor of the Assembly Chamber for this day was extended to Dylan Shaver.

    On request of Assemblywoman Gibbons, the privilege of the floor of the Assembly Chamber for this day was extended to April R. West.

    On request of Assemblyman Goicoechea, the privilege of the floor of the Assembly Chamber for this day was extended to Steve Hansen and
