Benevolent Father, over these last two weeks the Senate and Assembly have visited, through prayer, ten principles that our Founding Forefathers used to build this great nation. I pray that all those gathered here in this place acknowledge, as Benjamin Franklin did and concluded that “if a sparrow cannot fall to the ground without the Creator’s notice, a nation cannot rise without His aid.” They allowed the Ten Commandments to construct and govern this nation, thus impacting the world. May we be as faithful while continuing in that endeavor. May You be pleased with all the decisions and proclamations that have and will be made throughout this 72nd Legislative Session of the great state of Nevada. Lord, please be with our Armed Forces and grant us quick victory.

Assembly Bill No. 447—AN ACT relating to solid waste; requiring certain owners and operators of disposal sites to collect a fee for the collection of solid waste and deposit such fees with the Department of Taxation; establishing requirements for the operation of a regional disposal site; requiring a solid waste management authority to administer provisions governing the disposal of motor vehicle batteries, tires or oil; authorizing a solid waste management authority to issue certain orders to a person who generates solid waste; requiring a person who collects recyclable materials to submit an annual report to the Division of Environmental Protection of the State Department of Conservation and Natural Resources; authorizing the Division to issue grants to certain entities; requiring certain counties and health districts to appoint recycling coordinators; providing a penalty; and providing other matters properly relating thereto.

Assembly Bill No. 448—AN ACT relating to domestic violence; clarifying the provisions governing an arrest involving a violation of an order for protection against domestic violence; and providing other matters properly relating thereto.

Assembly Bill No. 449—AN ACT relating to real property; requiring disclosures of certain information by the seller of a previously unsold residence; tolling the statutes of limitation and repose for certain actions relating to real property; increasing the amount of damages that a claimant may recover for a constructional defect; requiring an applicant for a contractor’s license to pass a practical examination administered by the State Contractors’ Board; requiring the Board to adopt regulations setting forth the requirements for continuing education for licensees; providing that certain claims or actions relating to constructional defects do not preclude the Board from taking disciplinary action against a licensee; and providing other matters properly relating thereto.
Assemblyman Anderson moved that the bill be referred to the Committee on Judiciary.

Assembly Bill No. 450—AN ACT relating to the Public Employees’ Retirement System; prohibiting the designation of certain positions in government as being a position for which a monthly service retirement allowance may be paid when a previously retired employee fills the position during a critical labor shortage; and providing other matters properly relating thereto.
Assemblyman Manendo moved that the bill be referred to the Committee on Government Affairs.
