SENATE COMMITTEE ON COMMERCE AND LABOR

COMMITTEE RULES of the SEVENTY-SECOND SESSION

 

1.                  All meetings shall be open to the public.

 

2.                  Four members constitute a quorum of the committee.  A quorum is required to hear any bill, budget, or resolution.

 

3.                  The Chairman may appoint any number of subcommittees whose actions will be reported to the full committee only.

 

4.                  A majority of the full committee (4) is required to pass or reconsider a bill, budget, or resolution, or to take any other action.

 

5.                  A majority of the full committee is required for committee introduction of a bill.  Committee introduction may be for accommodation only and is not to be construed as approval of the measure.

 

6.                  No committee action on bills, budgets or resolutions shall occur during a hearing, but shall be called up for separate action by the Chairman.

 

7.                  The secretary shall record the votes of the committee members on all votes or other motions.

 

8.                  A minority report may be filed with the Secretary of the Senate at the same time as the committee action is reported and shall be signed by all members disagreeing who were present when a vote was taken.  Members who desire to submit a minority report must so indicate in advance to the entire committee during a committee session.

 

9.                  Smoking in the committee room is not allowed.

 

10.              The Chairman will convene and adjourn each committee meeting.  All recesses shall be at the call of the Chair.

 

11.              Although witnesses are presumed to be under oath while testifying, the committee has the option of requiring a witness to be placed under oath.

 

12.              The Senate Committee on Commerce and Labor has an assigned meeting time of 8 a.m. in Room 2135.  Members are urged to plan their work so they can be present at each meeting.  PLEASE BE ON TIME.

 

13.              Committee minutes shall be available to all persons after transcription of same and approval by the Chairman.  Tapes and unapproved drafts shall be available at all times to the committee members and shall be available to others at the discretion of the Chair.
