AN ACT relating to emergency medical services; providing in skeleton form for the licensure of emergency medical technicians by the Committee on Emergency Medical Services; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. Chapter 450B of NRS is hereby amended by adding
1-2 thereto the provisions set forth as sections 2 and 3 of this act.
1-3 Sec. 2. 1. A person may apply to the Committee for
1-4 licensure as an emergency medical technician if he:
1-5 (a) Is 18 years of age or older; and
1-6 (b) Has an associate degree in emergency medical services, a
1-7 baccalaureate degree or a graduate degree from an accredited
1-8 college or university.
1-9 2. An applicant for licensure as an emergency medical
1-10 technician must:
1-11 (a) Submit proof that he has satisfactorily completed a course
1-12 in emergency medical services;
1-13 (b) Submit a nonrefundable application fee of $100;
1-14 (c) Submit a certified copy of his transcript from a college or
1-15 university; and
2-1 (d) Pass the written examination of the Committee or the
2-2 written examination of the National Registry of Emergency
2-3 Technicians.
2-4 Sec. 3. 1. Each license issued to an emergency medical
2-5 technician pursuant to section 2 of this act expires 4 years after
2-6 the last day of the calendar month in which it was issued and must
2-7 be renewed on or before that date.
2-8 2. The Committee shall establish requirements for continuing
2-9 education for a person who is licensed as an emergency medical
2-10 technician pursuant to section 2 of this act. The requirements for
2-11 continuing education established pursuant to this section must
2-12 include the completion of 96 hours of continuing education every
2-13 4 years.
2-14 Sec. 4. NRS 450B.090 is hereby amended to read as follows:
2-15 450B.090 “License” means the license issued by [the] :
2-16 1. The health authority [under] pursuant to the provisions of
2-17 this chapter to an attendant of an ambulance or an air ambulance or
2-18 to a fireman employed by or serving as a volunteer with a fire-
2-19 fighting agency[.] ; or
2-20 2. The Committee pursuant to the provisions of this chapter
2-21 to an emergency medical technician.
2-22 Sec. 5. NRS 450B.130 is hereby amended to read as follows:
2-23 450B.130 [1.] The board shall adopt regulations establishing
2-24 reasonable minimum standards for:
2-25 [(a)] 1. Sanitation in ambulances and air ambulances;
2-26 [(b)] 2. Medical and nonmedical equipment and supplies to be
2-27 carried in ambulances and air ambulances and medical equipment
2-28 and supplies to be carried in vehicles of a fire-fighting agency;
2-29 [(c)] 3. Interior configuration, design and dimensions of
2-30 ambulances placed in service after July 1, 1979;
2-31 [(d)] 4. Permits for operation of ambulances, air ambulances
2-32 and vehicles of a fire-fighting agency;
2-33 [(e)] 5. Records to be maintained by an operator of an
2-34 ambulance or air ambulance or by a fire-fighting agency; and
2-35 [(f)] 6. Treatment of patients who are critically ill or in urgent
2-36 need of treatment.
2-37 [2. The health officers of this state shall jointly adopt
2-38 regulations to establish the minimum standards for the certification
2-39 of emergency medical technicians. Upon adoption of the
2-40 regulations, each health authority shall adopt the regulations for its
2-41 jurisdiction. After each health authority adopts the regulations, the
2-42 standards established constitute the minimum standards for
2-43 certification of emergency medical technicians in this state. Any
2-44 changes to the minimum standards must be adopted jointly by the
2-45 health officers and by each health authority in the manner set forth
3-1 in this subsection. Any changes in the minimum standards which are
3-2 not adopted in the manner set forth in this subsection are void.
3-3 3. A health officer may adopt regulations that impose
3-4 additional requirements for the certification of emergency medical
3-5 technicians in his jurisdiction, but he must accept the certification of
3-6 an emergency medical technician from the jurisdiction of another
3-7 health officer as proof that the emergency medical technician has
3-8 met the minimum requirements for certification.]
3-9 Sec. 6. NRS 450B.025, 450B.070 450B.085, 450B.180,
3-10 450B.1905, 450B.191, 450B.1915, 450B.195 and 450B.197 are
3-11 hereby repealed.
3-12 Sec. 7. This act becomes effective on January 1, 2004.
