AN ACT relating to public safety; requiring armories and other places used for the storage of weapons to be equipped with an alarm system under certain circumstances; requiring as a condition of certification that peace officers be informed of the requirement of an alarm system; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. NRS 412.102 is hereby amended to read as follows:
1-2 412.102 1. The Office shall provide and maintain armories
1-3 suitable for conducting drills and the safekeeping of federal military
1-4 property, with light, water and heat, for the units of the Nevada
1-5 National Guard organized in the several counties of the State. The
1-6 Office shall ensure that each armory and other place provided by
1-7 the Office for the storage of five or more weapons is equipped with
1-8 an alarm system that is monitored from a remote location.
1-9 2. The expenses of procuring and maintaining the armories,
1-10 including, without limitation, the alarm systems described in
1-11 subsection 1, and the monthly allowance to cover incidental
1-12 expenses which may be incurred by each unit, must be paid from the
1-13 appropriation for the support of the Nevada National Guard.
2-1 Sec. 2. Chapter 1 of NRS is hereby amended by adding thereto
2-2 a new section to read as follows:
2-3 Each court of justice for this state shall ensure that each
2-4 armory and other place used by the court of justice for the storage
2-5 of five or more weapons is equipped with an alarm system that is
2-6 monitored from a remote location.
2-7 Sec. 3. Chapter 232 of NRS is hereby amended by adding
2-8 thereto a new section to read as follows:
2-9 1. Each state agency shall ensure that each armory and other
2-10 place used by the state agency for the storage of five or more
2-11 weapons is equipped with an alarm system that is monitored from
2-12 a remote location.
2-13 2. As used in this section, “state agency” means every public
2-14 agency, bureau, board, commission, department, division or
2-15 officer of the Executive Department of State Government.
2-16 Sec. 4. Chapter 244 of NRS is hereby amended by adding
2-17 thereto a new section to read as follows:
2-18 1. Each county agency shall ensure that each armory and
2-19 other place used by the county agency for the storage of five or
2-20 more weapons is equipped with an alarm system that is monitored
2-21 from a remote location.
2-22 2. As used in this section, “county agency” means any
2-23 bureau, board, commission, department, division or officer of a
2-24 county.
2-25 Sec. 5. Chapter 258 of NRS is hereby amended by adding
2-26 thereto a new section to read as follows:
2-27 Each constable shall ensure that each armory and other place
2-28 used by the constable for the storage of five or more weapons is
2-29 equipped with an alarm system that is monitored from a remote
2-30 location.
2-31 Sec. 6. Chapter 268 of NRS is hereby amended by adding
2-32 thereto a new section to read as follows:
2-33 1. Each city agency shall ensure that each armory and other
2-34 place used by the city agency for the storage of five or more
2-35 weapons is equipped with an alarm system that is monitored from
2-36 a remote location.
2-37 2. As used in this section, “city agency” means any bureau,
2-38 board, commission, department, division or officer of a city.
2-39 Sec. 7. Chapter 269 of NRS is hereby amended by adding
2-40 thereto a new section to read as follows:
2-41 Each police department or other law enforcement agency of a
2-42 town shall ensure that each armory and other place used by the
2-43 police department or law enforcement agency for the storage of
2-44 five or more weapons is equipped with an alarm system that is
2-45 monitored from a remote location.
3-1 Sec. 8. Chapter 280 of NRS is hereby amended by adding
3-2 thereto a new section to read as follows:
3-3 Each department shall ensure that each armory and other
3-4 place used by the department for the storage of five or more
3-5 weapons is equipped with an alarm system that is monitored from
3-6 a remote location.
3-7 Sec. 9. Chapter 289 of NRS is hereby amended by adding
3-8 thereto a new section to read as follows:
3-9 As a condition of the certification of each peace officer, the
3-10 Commission shall require each peace officer to be informed that
3-11 an armory and other place used for the storage of five or more
3-12 weapons is required by statute to be equipped with an alarm
3-13 system that is monitored from a remote location.
3-14 Sec. 10. NRS 289.450 is hereby amended to read as follows:
3-15 289.450 As used in NRS 289.450 to 289.600, inclusive, and
3-16 section 9 of this act, unless the context otherwise requires, the
3-17 words and terms defined in NRS 289.460 to 289.490, inclusive,
3-18 have the meanings ascribed to them in those sections.
3-19 Sec. 11. Chapter 386 of NRS is hereby amended by adding
3-20 thereto a new section to read as follows:
3-21 If the board of trustees of a school district employs or appoints
3-22 persons to serve as school police officers pursuant to NRS 391.100
3-23 or to serve pursuant to NRS 393.0718, the board of trustees of the
3-24 school district shall ensure that each armory and other place used
3-25 by such officers or persons for the storage of five or more weapons
3-26 is equipped with an alarm system that is monitored from a remote
3-27 location.
3-28 Sec. 12. Chapter 396 of NRS is hereby amended by adding
3-29 thereto a new section to read as follows:
3-30 The police department for the System shall ensure that each
3-31 armory and other place used by the police department for the
3-32 storage of five or more weapons is equipped with an alarm system
3-33 that is monitored from a remote location.
3-34 Sec. 13. This act becomes effective upon passage and
3-35 approval.
