AN ACT relating to health; requiring the Department of Human Resources to establish a statewide information and referral system for health, welfare, human and social services; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. Chapter 439 of NRS is hereby amended by adding
1-2 thereto a new section to read as follows:
1-3 1. The Department shall establish and maintain a statewide
1-4 information and referral system to provide nonemergency
1-5 information and referrals to the general public concerning the
1-6 health, welfare, human and social services provided by public or
1-7 private entities in this state. The system must:
1-8 (a) Integrate any information and referral systems previously
1-9 established by community-based organizations, state agencies or
1-10 local agencies with the system established pursuant to this section;
2-1 (b) Be the sole system in this state that will provide
2-2 nonemergency information and referrals to the general public
2-3 concerning the health, welfare, human and social services
2-4 provided by public or private entities in this state;
2-5 (c) Be accessible to a person using the public telephone system
2-6 by dialing the digits 2-1-1; and
2-7 (d) Include information that is updated periodically.
2-8 2. In establishing the statewide information and referral
2-9 system, the Department may consult with representatives of:
2-10 (a) Incumbent local exchange carriers;
2-11 (b) Existing information and referral services established by
2-12 community-based organizations, state agencies or local agencies;
2-13 (c) State and local agencies or other organizations that provide
2-14 health, welfare, human and social services;
2-15 (d) Nonprofit organizations; and
2-16 (e) Such other agencies, entities and organizations as the
2-17 Department determines is necessary.
2-18 3. As used in this section, “incumbent local exchange
2-19 carrier” has the meaning ascribed to it in NRS 704.68932.
2-20 Sec. 2. This act becomes effective on July 1, 2003.
