AN ACT relating to the Legislature; requiring the Director of the Legislative Counsel Bureau to provide independent research staff to the Legislators of each political party represented in the Legislature; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. Chapter 218 of NRS is hereby amended by adding
1-2 thereto a new section to read as follows:
1-3 1. The Director of the Legislative Counsel Bureau shall
1-4 employ and fix the salaries of research staff for the Legislators of
1-5 each political party represented in the Legislature, within the
1-6 limits of legislative appropriations for this purpose.
1-7 2. A person employed pursuant to this section:
1-8 (a) Is a state employee.
1-9 (b) Is exempt from the provisions of chapter 284 of NRS.
1-10 (c) Is not an employee of the Legislative Counsel Bureau.
1-11 (d) Shall work solely for the Legislators of the political party
1-12 for which the person is hired.
1-13 (e) Is entitled to such leaves of absence as may be prescribed
1-14 by the Legislative Commission.
2-1 3. The Legislative Commission shall prescribe policies of
2-2 employment for persons hired pursuant to this section.
2-3 Sec. 2. NRS 218.610 is hereby amended to read as follows:
2-4 218.610 As used in NRS 218.610 to 218.735, inclusive, and
2-5 section 1 of this act, “agency of the State” includes all offices,
2-6 departments, boards, commissions and institutions of the State.
