AN ACT relating to state revenue; directing the Governor to appoint a committee to study authorizing the State Treasurer to enter into certain contracts involving state property or state emblems to generate revenue for the State and the feasibility of issuing bullion coins; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1  Section 1. 1.  The Governor shall appoint a committee to

1-2  study authorizing the State Treasurer to enter into contracts selling,

1-3  leasing or otherwise marketing the use of state property or state

1-4  emblems, including the name of the State of Nevada and the State

1-5  Seal, for advertising or other commercial purposes, or similar

1-6  business opportunities, including:

1-7  (a) Contracts with issuers of credit cards in which the State

1-8  benefits from the issuance or use of the credit cards;

1-9  (b) The sale of advertising space on state property or vehicles;

2-1  (c) The sale of the right to name a stadium or arena owned by

2-2  the State;

2-3  (d) The sale of licensing rights for the nonexclusive use of state

2-4  emblems designated pursuant to chapter 235 of NRS; and

2-5  (e) Such other uses of that authority as the committee deems

2-6  appropriate.

2-7  The committee must include members with experience in economic

2-8  development, marketing and tourism.

2-9  2.  In addition to the issues described in subsection 1, the

2-10  committee shall consider the feasibility of the State issuing silver or

2-11  gold bullion coins, not constituting legal tender, for sale to the

2-12  public.

2-13      3.  Members of the committee appointed by the Governor

2-14  pursuant to this section serve without compensation or the

2-15  reimbursement of expenses.

2-16      4.  The committee shall submit a report of its findings to the

2-17  Director of the Legislative Counsel Bureau on or before

2-18  December 1, 2004, for distribution to the 73rd Session of the

2-19  Legislature.

2-20      Sec. 2.  This act becomes effective on July 1, 2003.
