AN ACT relating to education; authorizing the Board of Regents of the University of Nevada to establish an Institute for Latino Research and Advocacy; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. Chapter 396 of NRS is hereby amended by adding
1-2 thereto the provisions set forth as sections 2 to 7, inclusive, of this
1-3 act.
1-4 Sec. 2. The Board of Regents may establish at the University
1-5 of Nevada, Reno, an Institute for Latino Research and Advocacy
1-6 as a facility within the System to promote research and advocacy
1-7 on behalf of Latinos in the areas of public policy, education,
1-8 immigration and leadership development.
1-9 Sec. 3. The Institute for Latino Research and Advocacy may:
1-10 1. Conduct interdisciplinary research and policy analysis,
1-11 and publish and distribute the results.
1-12 2. Act as a forum for persons to address issues relevant to
1-13 Latinos in this state.
2-1 3. Act as a clearinghouse of information for academic
2-2 institutions, educators, government officials, persons who make
2-3 public policy, employers and members of the general public on
2-4 matters relevant to Latinos in this state.
2-5 4. Perform any other duties prescribed or approved by the
2-6 Board of Regents.
2-7 Sec. 4. The Board of Regents, on behalf of the Institute for
2-8 Latino Research and Advocacy, may:
2-9 1. Enter into contracts with persons or governmental
2-10 agencies who wish to use the services or facilities of the Institute
2-11 for Latino Research and Advocacy.
2-12 2. Accept gifts or grants of money or property.
2-13 3. Receive and hold any real or personal property, including
2-14 patents, copyrights, royalties and contracts.
2-15 4. Manage, invest, use and dispose of any property received,
2-16 either as specified by the donor or for the furtherance of the
2-17 objectives of the Institute for Latino Research and Advocacy.
2-18 Sec. 5. The Board of Regents may establish policies and
2-19 procedures for personnel in connection with the operation of
2-20 contractual or sponsored activities of the Institute for Latino
2-21 Research and Advocacy, apart from those policies and procedures
2-22 which are established for the professional personnel of other
2-23 branches or facilities of the System.
2-24 Sec. 6. Any money received by the Board of Regents on
2-25 behalf of the Institute for Latino Research and Advocacy pursuant
2-26 to section 4 of this act may be deposited by the Board of Regents to
2-27 the credit of the Institute for Latino Research and Advocacy in
2-28 any financial institution in the State of Nevada that is federally
2-29 insured or insured by a private insurer approved pursuant to NRS
2-30 678.755. The Board of Regents may act through any authorized
2-31 agent in depositing or withdrawing any money in such an account.
2-32 Sec. 7. The Board of Regents may establish fiscal policies
2-33 and procedures in connection with the operation of contractual or
2-34 sponsored activities of the Institute for Latino Research and
2-35 Advocacy, apart from those fiscal policies and procedures which
2-36 are applicable to other branches or facilities of the System.
2-37 Sec. 8. This act becomes effective on July 1, 2003.
