AN ACT relating to motor vehicles; increasing the maximum amount of the fee that the Director of the Department of Motor Vehicles is required to establish for the Program for the Education of Motorcycle Riders; reducing the required period for which a person must have held a motorcycle driver’s license or endorsement to apply to be an instructor for the Program for the Education of Motorcycle Riders; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. NRS 486.373 is hereby amended to read as follows:
1-2 486.373 1. A resident of this state who holds a motorcycle
1-3 driver’s license or a motorcycle endorsement to a driver’s license or
1-4 who is eligible to apply for such a license or endorsement may
1-5 enroll in the Program.
1-6 2. The Director shall establish a fee of not more than [$100]
1-7 $150 for the Program.
1-8 Sec. 2. NRS 486.375 is hereby amended to read as follows:
1-9 486.375 1. A person who:
1-10 (a) Is a resident of this state or is a member of the Armed Forces
1-11 of the United States stationed at a military installation located in
1-12 Nevada;
2-1 (b) Is at least 21 years old;
2-2 (c) Holds a motorcycle driver’s license or a motorcycle
2-3 endorsement to a driver’s license issued by the Department;
2-4 (d) Has held a motorcycle driver’s license or endorsement for at
2-5 least [2 years;] 1 year; and
2-6 (e) Is certified as an instructor of motorcycle riders by a
2-7 nationally recognized public or private organization which is
2-8 approved by the Director,
2-9 may apply to the Department for a license as an instructor for the
2-10 Program.
2-11 2. The Department shall not license a person as an instructor if,
2-12 within 2 years before he submits his application for a license:
2-13 (a) He has accumulated three or more demerit points pursuant to
2-14 the uniform system of demerit points established pursuant to NRS
2-15 483.473, or has been convicted of traffic violations of comparable
2-16 number and severity in another jurisdiction; or
2-17 (b) His driver’s license was suspended or revoked in any
2-18 jurisdiction.
2-19 3. The Director shall adopt standards and procedures for the
2-20 licensing of instructors for the Program.
2-21 Sec. 3. This act becomes effective on July 1, 2003.
