STANDING RULES OF THE ASSEMBLY COMMITTEE ON

NATURAL RESOURCES, AGRICULTURE AND MINING

71TH SESSION, 2001

 

 

  1.       The order of business under which this committee shall be organized is as follows:

 

The precedence of parliamentary authority for the purpose of actions in this committee are set forth in Assembly Standing Rule (ASR) 100 except the committee rules adopted here precede Mason’s Manual of Parliamentary Procedure

 

  2.       A minimum of seven (7) members of this committee will constitute a quorum.  A quorum must be present to hear a bill or resolution.

 

  3.            Definite action on a bill or resolution will require a majority vote of the committee.

 

  4.       A two-thirds majority, nine (9) members of the committee is required to reconsider action on a bill or resolution.

 

  5.            Committee introduction of a bill or resolution requires a majority vote of the committee, and does not imply a commitment to support favorable passage.

 

  6.       Duties of the Chairman

 

a)      Preparing and distributing the committee agenda.

b)      Determining when final action is to be taken on measures, committee reports, and other business of the committee.

c)      Preparing and submitting committee reports.

d)      Presiding over committee meetings.

e)      Preserving order and decorum and deciding all questions of order.

f)      Providing direction to committee support staff.

g)      Calling recesses of the committee as deemed necessary.

h)      Reviewing and approving minutes of the committee.

 

  7.       The secretary of the committee shall call the roll at the beginning of each meeting.  Absences excused will be so recorded.

  9.       At the discretion of the Chairman all definite actions of the Committee will require a roll call vote, which shall be recorded by the secretary.

 

10.       All meetings, deliberations, and final voting action will not be taken on any measure until all witnesses have been heard, questioned, and dismissed.  The Chairman shall determine when final action is to be taken.

 

11.       The committee may swear in a person appearing before the committee to give testimony, pursuant to N.R.S. 218.5323 and N.R.S. 218.535.

 

12.       All questions concerning committee procedures will be directed through the Chairman.  The Chairman must communicate to its staff, and to the personnel of the Legislative Counsel Bureau all directions, assignments, or requests on behalf of the committee.  A member of the committee must submit any such requests to the Chairman for transmittal to the staff of the committee, or personnel of the Legislative Counsel Bureau.

 

13.       All motions will require a second.  A motion will die for lack of a second.

 

14.            Subcommittees must follow the rules of the committee.

 

15.            Committee members not present when a vote is taken will be recorded as “not present” for that vote.
