    Senate Concurrent Resolution No. 22—Memorializing long-time lobbyist, John W. Riggs, Sr.

    Whereas, The members of the Nevada Legislature were deeply saddened by the passing of long-time Reno resident and lobbyist, John W. Riggs, Sr., on January 30, 2001; and

    Whereas, John Riggs was born on September 12, 1923, to Elwood and Mabel Anderson Riggs in Hollywood, California; and

    Whereas, In the early 1960s, after serving his country in the United States Army during World War II, John Riggs left California and moved to Reno, Nevada, where he worked for the Southern Pacific Railroad; and

    Whereas, During the next 40 years, John Riggs contributed much to his community through his involvement in various fraternal organizations and his service as a lobbyist during several sessions of the Nevada Legislature; and

    Whereas, As a member of and lobbyist for the Nevada State Rifle and Pistol Association, John Riggs was a strong believer in the constitutional right to keep and bear arms and was a proponent in 1995 of statutory revisions regarding the ability to carry a concealed weapon; and

    Whereas, John Riggs was a long-standing member of and achieved recognition as Clamp Patriarch of the Ancient and Honorable Order of E Clampus Vitus and was a moving force behind the designation of E Clampus Vitus Day at the Nevada Legislature since the 1997 session; and

    Whereas, John Riggs’ outstanding service to others is further evidenced by his affiliations with Washoe Lodge No. 35, Free and Accepted Masons, the Kerak Temple and the Knights Templar; and

    Whereas, John Riggs is survived by his wife, Mildred, and son, John Jr., both of Reno, a son, Woody of Clackamas, Oregon, and two grandchildren; now, therefore, be it

    Resolved by the Senate of the State of Nevada, the Assembly Concurring, That the members of the 71st session of the Nevada Legislature do hereby extend their sincere condolences to the family and friends of John W. Riggs, Sr.; and be it further

    Resolved,  That John Riggs will long be remembered for his outstanding community service and his advocacy for the recognition, commemoration and preservation of historical places, people and events throughout the West; and be it further

    Resolved, That the Secretary of the Senate prepare and transmit a copy of this resolution to John Riggs’ loving wife, Mildred.

    Senator Coffin requested that the following remarks be entered in the Journal.

    Senator Coffin:

    I rise in recognition of an ordinary man, a man of the people in the sense that we deem them to be above all of us. The point of a resolution for a person like John Riggs is to recognize people who contribute to our legislative process in ways that cannot be measured by the size of their bank account or the amount of money they might spend lobbying for the people who they might represent. It is for the individual as a person. John Riggs was a person who became well known to many of us when we first came here. He was a person who represented issues he cared deeply about and for which he was uncompensated. John is the type of person we ought to recognize more frequently around here.

    My affection for John Riggs extends to him through his connection with E Clampus Vitus. He was also one of the people who asked me to join that organization 15 years ago. I thought quite differently about that organization until I joined and learned what it really did. John and I would meet every session, and he would meet with a number of you to comment on who might be a good candidate for E Clampus Vitus. What makes a person a candidate? It is a person who has shown an interest in the history and the preservation of history of Nevada. That is what E Clampus Vitus is about, and John Riggs epitomized what E Clampus Vitus is about. Even with the silly hat on his head, you knew he meant business, and that business was for all of us and for the future of Nevada. We were all charged with a duty to try to remember the history of our State and to do what we could as E Clampus Vitus members to make certain that the flame of remembrance would never die. That is why we remember people like John Riggs.

    John passed away barely two months ago. It was too close to his passing for his family to attend today. The family will be honored and thankful for the resolution we pass today.

    Senator Raggio:

    We were deeply saddened by the untimely death of John Riggs just prior to the opening of this session of the Legislature. He was almost an institution during the legislative session. He frequented the hallways, and his humor and dedication was contagious. He was the leader of E Clampus Vitus, and he kept the vitality of that organization going over many years.

    I first met John Riggs when he came to Nevada and became active in E Clampus Vitus in the 1960s. I did not know a great deal about E Clampus Vitus, but John convinced Governor Grant Sawyer and myself to become members of the organization in Virginia City. The organization has its funny side, but it is a very serious organization. Through its efforts, a great many edifices and sites in the West, including Nevada, have been designated as historic places and have been saved from possible destruction. John was a real historian of the West and of this State. He could give the listener every detail about what went on whether in Markleeville, Genoa, Virginia City or Gold Hill. He probably did know which settlement was earliest, Genoa or Dayton, but I was unable to get that information from him.

    It is appropriate that we pause for a moment, and especially today, as we honor E Clampus Vitus Day to honor John Riggs. He would appreciate being remembered on the day we honor E Clampus Vitus. John’s death was unexpected, and I extend our condolences to his family on their loss. He was a true Nevadan and a kindred spirit.

    Senator O'Donnell:

    John Riggs was an avid restorer of fire engines. He was always in the parades in Carson City with his engine. I got to know him because there were several bills in the Committee on Transportation dealing with license plates and classic cars. John was interested in those things. He used to give me a picture for my office each session, which I placed over my couch. This year, I do not have a picture above my couch, but there are two small holes in the wall where that picture was supposed to hang. It is a reminder to me that John is no longer with us this year, and I will not hang any picture there for the rest of the session in remembrance of John.

    Senator Jacobsen:

    John Riggs was a special person. We all take pride in the history of this great State of Nevada and especially those who make it so. If there was anything doing with the Clampers in Nevada or in northern California, John was always leading the show. There was no need to wonder who was the boss. He thought he was, and I thought he was. Of all the things that went on in the northern area of our State, in any fraternal organization, he was a pillar. I can almost close my eyes and see him out in the hall standing, wondering if we were doing our job or not. I do not think he was vociferous or upset with the Legislature. He let you know where he stood and was always up front. He was a special Nevadan, and I have often wondered what his grass roots were. I tried to ask him a time or two, but he said his roots were in Nevada. He was a special person to most of us who live here in the north, especially in Virginia City, and he was a first class Nevadan.

MOTIONS, RESOLUTIONS AND NOTICES

    Assembly Concurrent Resolution No. 13—Designating March 21, 2001, as E Clampus Vitus Day at the Nevada Legislature.

    Whereas, It has come to the attention of the Nevada Legislature that the Ancient and Honorable Order of E Clampus Vitus has maintained its honorable status throughout the known world and especially in this great State of Nevada; and

    Whereas, The Ancient and Honorable and Exceedingly Humble Order of E Clampus Vitus has survived the test of time to become one of the longest surviving brotherhoods of men that continues to fulfill a fundamental need in providing protection and kindness while advancing the noble cause of Clamperdom to residents of the Silver State, especially all the “widders” and orphans, and descendants of the argonauts; and

    Whereas, The Honorable Order of E Clampus Vitus was founded in West Virginia in 1845 by Ephram Bee, owner of a tavern on the National Road, and shortly thereafter the warmhearted brothers affectionately became known as the “Clampin Vipers”; and

    Whereas, In 1860, William Stewart founded the first Ancient and Honorable Order of E Clampus Vitus, Winnemucca Lodge #1, in the Utah Territory, in the unsuspecting peaceful town known as Carson City; and

    Whereas, The creed of the Clamproctors, yesterday, as well as today, is “to protect the ‘widders’ and orphans, and MAINLY the ‘widders’”; and

    Whereas, The State of Nevada is proud to continue the tradition of 156 years of devoted service with the Nevada chapters which now include the Snowshoe Thompson Chapter of Douglas County, the Julia C. Bulette Chapter of the Comstock, the Lucinda Jane Saunders Chapter of Elko County and the Keheo Chapter of Clark County; and

    Whereas, While the tradition and revelry will continue, the members of this body were deeply saddened to learn of the recent passing of Clamp Patriarch, John W. Riggs, Sr., whose longstanding participation in the activities of this Ancient and Honorable Order will be sorely missed; now, therefore, be it

    Resolved by the assembly of the State of Nevada, the Senate Concurring, That the members of the 71st session of the Nevada Legislature, of whom many are proud members of E Clampus Vitus, do hereby declare March 21, 2001, as E Clampus Vitus Day at the Nevada Legislature, a day to be marked by appropriate revelry and thanksgiving; and be it further

    Resolved, That the Ancient and Honorable Order of E Clampus Vitus is praised and commended for its contributions to mankind and others, and recognized as an illustrious group of Clampers, Clampatrious, Vituscans and Frolicking Friars who must continue to serve and protect the residents of the Silver State; and be it further

    Resolved, That the Chief Clerk of the Assembly prepare and transmit a copy of this resolution to Clamp Patriarchs, Peter Van Alstyne and Jerry Robich.

    Senator Amodei requested that the following remarks be entered in the Journal.

    Senator Amodei:

    Thank you, Mr. President pro Tempore. After introducing the fourth grade class from Seeliger School, it is now my privilege to shift gears and ask for your favorable bipartisan, statewide support for the gentlemen in red that are seated in the Senate Chamber today. As a history buff and a recent member of the order of Clampers, I can tell you that John Riggs asked me when I was a “wet-behind-the-ears” Assemblyman as opposed to a “wet-behind-the-ears” Senator, if I ever wanted to be the chairman of a committee, and if so, the Assembly was the wrong place to be as a Republican. In view of the age of all of the members of the Senate, I would never get to be a chairman here either. His solution was that as a member of the Clampers, everyone is a chairman of the most important committee, and I thought that was the way to go for me. I would urge your support for a group that does a great job in terms of preserving the history of the Silver State. We will overlook the fact that they do some stuff on the other side of the hill—but not our great chapters, Snowshoe Thompson, or our brother chapters—and would request your support in adopting this resolution.

    Senator Raggio:

    Thank you, Mr. President pro Tempore. It is a pleasure for me to speak to this resolution. I have spoken earlier, as did Senator Coffin and Senator Jacobsen, concerning the death of John Riggs. We have extolled John Riggs’ participation as a Clamper and certainly as a devoted Nevadan and a historian for our State. It is fitting today that as we memorialize John Riggs, whose untimely death shocked us all, and that we spend today in alliance with those members of the Assembly in recognizing this day as E Clampus Vitus day. We have a lot of fun as Clampers as I related earlier. I was initiated in the sixties along with former Governor Grant Sawyer. I was more attuned to the revelry than I am, now, at my present age. I invite those who have not been initiated yet to make an application. It is a lot of fun. It is a great organization. Also, E Clampus Vitus is not only for the protection of “widders” and orphans, it is also to make certain that the history of this State, of the West and the heritage of our State is not forgotten. They put forth a lot of effort to make sure that these sites are recognized, dedicated and that a suitable plaque is installed. Yes, some of these sites are saloons while others are truly historic places that really made a great difference in the development of the State of Nevada and the West. I join, today, in recognizing an organization that has been in existence since 1845. As the resolution indicated, the owner of the tavern on National Road in West Virginia started this organization, which was then known as the “Clampin Vipers.” Somehow, that evolved into the present name of E Clampus Vitus. I have never known what the “E” stood for. We are all happy to have them with us today and to join in recognizing E Clampus Vitus day.

    Senator Coffin:

    I have been one of those here who has held the Staff of Relief. I have enjoyed those many moments to which Senator Raggio alluded. I am pleased to have with me today the NGH (Noble Grand Humbug) of the Snowshoe Thompson Chapter in the Comstock. My guest, Mike “Griz” Hines, lives in Silver Springs. The hat that my guest is wearing is similar to the hat worn by the late John Riggs when he visited us frequently and which has now gone to his “widder.”
