    Our Almighty and Sovereign God, we look to You this day for Your guidance over the work that is being accomplished in this 71st Session. We are extremely grateful for all of the participants joined here to oversee the affairs of this great State of Nevada. Lord, we ask for Your blessings to be upon each one of these elected positions for the work and personal sacrifice that they have poured into this State on behalf of its people. Lord, we especially ask Your blessing to be upon each of their families, as they are also sacrificially giving of their family time when travel and time away are necessary.

    Father, let the increase of Your knowledge and discernment be upon each one of these decisions today and throughout these days ahead. May Your mercy and grace be here in abundance. May the peace that surpasses all human understanding guard the hearts and minds of each of us. Let what is done, whether in word or in deed this day, as well as the ones ahead bring glory and honor and praise to Your Name.

    God, we remind ourselves of the words spoken by Benjamin Franklin at the Constitutional Convention in 1787, and our prayer today is to heed those words now, as was done then—“That God governs the affairs of men. And if a sparrow cannot fall to the ground without His notice, is it probable that an empire can rise without His aid? We have been assured, Sir, in the Sacred writings that ‘except the Lord build the house, they labor in vain that build it’ I firmly believe this.” We pray these words in Jesus' name.

    Senate Bill No. 303—AN ACT relating to insurance for motor vehicles; specifying that for motor vehicles manufactured after 1981, only the last eight digits of the vehicle identification number may be used to verify that the motor vehicle is insured; prohibiting an operator’s policy of liability insurance from being used to satisfy statutory insurance requirements under certain circumstances; allowing the release of information related to insurance policies under certain circumstances; and providing other matters properly relating thereto.

    Senate Bill No. 304—AN ACT relating to the City of Reno; amending the city charter by increasing the term of office of municipal judges; and providing other matters properly relating thereto.

    Senate Bill No. 305—AN ACT relating to education; requiring boards of trustees of school districts to establish programs of education and counseling for children who use, possess, sell or distribute controlled substances; revising provisions governing the calculation of basic support to include children who are enrolled in such programs; providing that pupils who are suspended or expelled from school for using, possessing, selling or distributing controlled substances are ineligible to attend public school for 1 year but may, under certain circumstances, enroll in a program of education and counseling; requiring the juvenile court to order certain children to enroll in the program; requiring a principal to take certain action if a pupil inflicts bodily injury on another person; requiring schools and school districts to submit evidence of compliance with the Americans with Disabilities Act of 1990; and providing other matters properly relating thereto.

    Senate Bill No. 308—AN ACT relating to health care; requiring a hospital or obstetric center to administer a hearing test to each infant born in the hospital or obstetric center within a certain period; requiring the hospital or obstetric center to submit to the health division of the department of human resources a written report setting forth the results of the hearing tests; requiring the state board of health to establish an advisory committee concerning hearing tests for infants; requiring the health division to prepare and submit annually to the governor a written report concerning hearing tests for infants; and providing other matters properly relating thereto.

    Senate Bill No. 310—AN ACT relating to real property; creating a commission to review constructional defect claims; requiring certain actions involving constructional defects to be presented to the commission for review before such an action or claim may be commenced; requiring the presence of a contractor or his representative at any inspection performed by an expert of the claimant; requiring the attorney for a claimant in a constructional defect matter to maintain and report a current accounting of attorney’s fees and costs; and providing other matters properly relating thereto.
