    Senate Bill No. 130—AN ACT relating to traffic laws; revising the provisions governing the suspension of a driver’s license of a person less than 21 years of age who drives a vehicle with a concentration of alcohol of 0.02 or more but less than 0.10 in his blood or breath; revising the provisions governing the revocation of a driver’s license of a person who drives a vehicle with a concentration of alcohol of 0.10 or more in his blood or breath or a detectable amount of a prohibited substance in his blood or urine; and providing other matters properly relating thereto.

    Senator O'Donnell moved that the bill be referred to the Committee on Transportation.

    Senate Bill No. 132—AN ACT relating to state employees; requiring the committee established to administer the public employees’ deferred compensation program to establish a plan for monthly contributions to the program by the state on behalf of certain employees; requiring the state to make monthly contributions to the public employees’ deferred compensation program under certain circumstances; prohibiting the state from making such contributions under certain circumstances; and providing other matters properly relating thereto.

    Senator Shaffer moved that the bill be referred to the Committee on Finance.

REMARKS FROM THE FLOOR

    Senator Raggio requested that the following remarks be entered in the Journal.

    Senator Raggio:

    Claire Jesse Clift is a fifth generation Nevadan. Her two great, great grandfathers on her mother’s side, Daniel Clark Simpson and William Harris, settled in Nevada in the late 1850s. D.C. Simpson served Nevada as an Assemblyman representing Eureka County in 1871.

    Claire was born in Reno, Nevada, to Ed and Maizie Jesse. She lived in Reno, Fallon, Lovelock and Carson City. Her father was a high school civics teacher and football coach. She attended Saint Teresa’s Catholic grade school and graduated from Carson High School. Claire attended the University of Nevada, Reno; Western Nevada Community College and graduated from North Idaho College with a degree in Legal Secretarial Science.

    In 1978, Claire moved to the small community of North Fork, Idaho, and began an 11-year career with the U.S. Forest Service. She then moved to Otis Orchards, Washington, with her husband, Jim. While living in Washington, she worked for her alma mater, North Idaho College. She organized and spearheaded the adopt-a-family Christmas program for the College, and was a member of the College’s salary review, insurance and employee benefits committees.

    Upon returning to Nevada, she worked for the Nevada State Legislature during the 1987 and 1989 Sessions as the committee secretary for the Senate Committee on Natural Resources. Claire and Jim moved to Washington only to return to Nevada just in time for the New Year’s Flood of 1997. At that time, she began working full time for the Senate. She served as the Media Clerk for the Senate Front Desk during session and the Senate’s Technical Administrative Assistant during the interim.

    Currently, she is the vice chair of the Carson River Advisory Committee and member of the Capital Nevada Toastmasters Club. For the past three years, she has participated in the Carson River Clean-up Day. Claire collected seeds for the Nevada Division of Wildlife’s program to reseed the burned areas that, this year, devastated Nevada’s rangelands. She is a volunteer tutor for the Literacy Volunteers of Carson City.

    Claire enjoys being close to family and visiting San Francisco. She loves white water rafting, gardening and the incredible beauty of Nevada’s skies, valleys and mountains.

    Claire is proud to be a native Nevadan and to have worked for and with the retiring Secretary of the Senate, Jan Thomas. She is happy to be a part of the legislative process and thankful for the many personal blessings that are and have been a part of her life.

    Senator Amodei:

    Thank you, Madam President. Having grown up a few blocks from the Jesse household, but not knowing Claire well during that time, I can tell you from knowing her younger brothers, Ward and Rett, who are here today, that they grew up in fear of her. As a result of knowing them, I also grew up in fear of her. I thought I had gotten over that fear until this year when, on the first day of session, I walked into the Chamber and realized she was in control.

    It is fair to note that Claire’s mother, one of my dear friends and one of the best Democrats in Carson City, has been proud of the fact that for each of my campaigns for office she has volunteered to put one of my yard signs up—in her backyard—and for the State of the State message, her sister Helaine called me for tickets.
