    Father of lights, You are light and in You there is no darkness. Your word is a lamp unto our feet and a light unto our path. I beseech You, therefore, to enable these servants of Yours to see clearly the issues set before them this day. Grant them the wisdom and courage necessary to make good decisions in the best interests of all the citizens of the great State of Nevada. I pray in the Name of the One whose light still shines brightly.

    Senate Joint Resolution No. 1—Expressing the support of the Nevada Legislature for an amendment to the Federal Land Policy and Management Act of 1976 to require the identification, mapping and recognition of certain rights of way across land administered by the Federal Government.

    Senator Rhoads moved that the resolution be referred to the Committee on Natural Resources.

    Senate Bill No. 87—AN ACT relating to domestic violence; providing that the court may order that a psychological evaluation and any necessary counseling be provided to a child affected by a battery which constitutes domestic violence; and providing other matters properly relating thereto.

    Senate Bill No. 88—AN ACT relating to statutory liens; providing for the creation and foreclosure of a lien for farm products; prohibiting the removal from the state of farm products subject to certain liens; providing a penalty; and providing other matters properly relating thereto.

    Senate Bill No. 89—AN ACT relating to real property; revising provisions governing the enforceability of arbitration agreements relating to constructional defect matters; revising provisions governing offers to repair and repair of constructional defects; revising provisions governing the recovery of damages for constructional defects; revising provisions governing the dissolution of corporations and limited-liability companies; prohibiting contractual clauses which require arbitration in certain circumstances; revising provisions governing the commencement of a civil action by a common-interest community association; and providing other matters properly relating thereto.

    Senate Bill No. 90—AN ACT relating to air pollution; exempting certain persons who hold operating permits for certain sources of emissions of air contaminants from the imposition of certain penalties under certain circumstances; and providing other matters properly relating thereto.

    Senate Bill No. 91—AN ACT relating to medicine; changing the designation of physician’s assistant; revising the scope of authority and duties of the board of medical examiners; providing for the issuance of special purpose licenses; requiring the board of medical examiners to regulate the practice of respiratory care; requiring practitioners of respiratory care to be licensed by the board of medical examiners; revising the qualifications and requirements relating to licensure of physicians and physicians’ assistants; revising the duties and scope of authority of persons licensed by the board of medical examiners; making certain actions subject to disciplinary action by the board of medical examiners; revising provisions governing the imposition of disciplinary action against licensees; establishing and revising certain fees; increasing certain penalties; and providing other matters properly relating thereto.

    Senator Townsend moved that the bill be referred to the Committee on Commerce and Labor.

The voters elected me that day

To do my best in every way.

I’ll work real hard—never rest:

I promise that I’ll do my best.

End corruption, seek out waste,

Be committed, strong and chaste;

Make wise choices, engage in debate,

Keep odd hours and stay up late.

I’ll house the homeless, feed the poor—

With less and less I’ll do more and more,

I’ll guide and govern with an even hand,

I’ll balance the budget across the land.

Won’t raise taxes, not one dime—

We’ll finish and get done on time.

I’ll do all this, from best to worst.

Just one question: WHAT HAPPENS FIRST?
