    Senate Concurrent Resolution No. 12—Designating February 22, 1999, as “Boulder City Day” at the Nevada Legislature.

    WHEREAS, The Boulder Canyon Project and the construction of the Hoover Dam was the most significant American public works project of this century; and

    WHEREAS, Boulder City was the town created to house over 4,000 workers who built Hoover Dam; and

    WHEREAS, Boulder City appears on the National Register as a historic place worthy of recognition and preservation for its significant contribution to the State of Nevada and our Nation’s heritage; and

    WHEREAS, The unique inception of Boulder City is still reflected today through its controlled growth policy and commitment to enhancing the quality of life of its residents; and

    WHEREAS, The dedication of the residents of Boulder City to the best interests of the State of Nevada is evidenced by their participation in governmental issues and is reflected by a high voter turnout at elections; now, therefore, be it

    RESOLVED BY THE SENATE OF THE STATE OF NEVADA, THE ASSEMBLY CONCURRING, That February 22, 1999, is hereby designated as “Boulder City Day” at the Nevada Legislature to commemorate the contributions of the pioneers of Boulder City in the construction of the Hoover Dam and for the continuing dedication of its residents to the State of Nevada; and be it further

    RESOLVED, That the Secretary of the Senate prepare and transmit a copy of this resolution to Robert Ferraro, Mayor of Boulder City.

    Senator Porter requested that his remarks be entered in the Journal.

    Thank you, Mr. President pro Tempore. I think many of you know that I had the good fortune of serving as a councilman and mayor of Boulder City for approximately ten years. Most importantly, I think Boulder City exemplifies the spirit of Nevada, the spirit of our great state and specifically, in Senate Concurrent Resolution No. 12 read this morning, we talked about its most significant public works project this century. That project was the construction of the Hoover Dam. Also mentioned in the resolution was that it is listed in the National Register as an historic place. The Boulder Dam Hotel has played a great part in our tradition in Nevada. More importantly, as we enter a new millennium, Boulder City was on the forefront of a planned growth community. Boulder City, for many, many years, has been on the forefront and has been nationally recognized. I would appreciate it if today you would honor our community of Boulder City. We will be honoring other communities throughout this legislative session which have had major impact upon our state, and today I think this Senate should recognize, as a whole, the community of Boulder City.

    Senate Concurrent Resolution No. 13—Directing the Legislative Commission to conduct an interim study of foster care in this state.

    Senate Concurrent Resolution No. 14—Urging the Eighth Judicial District Court to provide for the selection and assignment of a district judge of the family court to serve as the judge of the juvenile court for a period of 4 years.

    Senator Porter moved that the resolution be referred to the Committee on Legislative Affairs and Operations.

    Assembly Joint Resolution No. 8.

    Senator Titus moved that all rules be suspended, reading so far had considered first reading, rules further suspended, Assembly Joint Resolution No. 8 declared an emergency measure under the Constitution and placed on third reading and final passage.

    This is the resolution that we missed last Friday that had to do with the endorsement of the Test Site Development Corporation.

    Senate Bill No. 232—AN ACT relating to adoptions; requiring the division of child and family services of the department of human resources and private adoption agencies to disclose information regarding any behavioral, emotional or psychological problems of a child to the prospective adoptive parents; revising the amount of money that the division may charge for certain services it provides related to the placement of a child for adoption; and providing other matters properly relating thereto.

    Senate Bill No. 235—AN ACT relating to traffic laws; providing standards for making a right turn under certain circumstances; deleting the provision which allows a driver of a motor vehicle to stop, stand, park or drive within a pathway or lane provided for bicycles if he is preparing to make or making a turn; providing a penalty; and providing other matters properly relating thereto.
