THE FORTY-SEVENTH DAY

Carson City (Friday), March 19, 1999

Assembly called to order at 11:08 a.m.

    Mr. Speaker presiding.

    Roll called.

All present except Assemblymen Gibbons, Koivisto and Price, who were excused.

Prayer by the Chaplain, Al Fry.

Lord, make me an instrument of Your peace.  Where there is hatred—let me show love.  Where there is injury—pardon.  Where there is doubt—faith.  Where there is darkness—light.  Where there is sadness—joy.  O Divine Master, grant that I may not seek so much to be consoled as to console, to be understood as to understand, to be loved as to love.  For it is in giving that we receive, it is in pardoning that we are pardoned, it is in dying that we are born to eternal life.                                                                Amen.

Pledge of allegiance to the Flag.

Assemblyman Perkins moved that further reading of the Journal be dispensed with, and the Speaker and Chief Clerk be authorized to make the necessary corrections and additions.

    Motion carried.

MOTIONS, RESOLUTIONS AND NOTICES

    Assembly Concurrent Resolution No. 24.

Assemblyman Carpenter moved the adoption of the resolution.

    Remarks by Assemblyman Carpenter.

Assemblyman Carpenter requested that his remarks be entered in the Journal.

Although it is certainly not in vogue as part of the current environmental movement to even remotely suggest that any of man’s activities might be of benefit to wildlife, the records clearly document that agricultural development in Nevada beginning in about 1860, and continuing through the present day, resulted in a greater abundance and diversity of wildlife in Nevada than was ever known before.  Ranching and farming continue to provide very important habitat components that are critical to the future survival of many individual animal species, in addition to maintaining a diversity of wildlife to which many of us have become accustomed.  Wildlife in the state has not increased in spite of farming and ranching, it has increased because of these activities.

    Resolution adopted.
