    Our loving, heavenly Father, You make all things new: a new covenant, a new birth, a new man, a new name, a new creation, a new haven, a new earth and a new Jerusalem.  You plant in our hearts a new song.  We thank You for this day of new opportunities and new challenges.  Bless these servants of Yours as they bring their new ideas into this new Legislative session.

    Assemblyman Perkins moved that further reading of the Journal be dispensed with, and the Speaker and Chief Clerk be authorized to make the necessary corrections and additions.

    By Assemblyman Collins:

    Assembly Concurrent Resolution No. 3—Directing the Director of the Department of Transportation to conduct an interim study to determine the feasibility of transferring certain highways owned, controlled or maintained by the state to counties or cities in this state in exchange for certain roads or streets that are owned, controlled or maintained by those counties or cities.

    Assemblyman Collins moved that the resolution be referred to the Committee on Transportation.

    Motion carried.

Signing of Bills and Resolutions

    There being no objections, the Speaker and Chief Clerk signed Assembly Resolutions Nos. 1, 2, 3; Senate Bill No. 1.

GUESTS EXTENDED PRIVILEGE OF ASSEMBLY FLOOR

    On request of Assemblyman Brower, the privilege of the floor of the Assembly Chamber for this day was extended to Joe Vaeth.

    On request of Assemblywoman Gibbons, the privilege of the floor of the Assembly Chamber for this day was extended to Andrew Gardner.

    On request of Assemblywoman Giunchigliani, the privilege of the floor of the Assembly Chamber for this day was extended to Niki Cano.
