Lord God, give us the courage each day to understand one another. Help us not to slip into the lazy patterns of prejudice. For You have said in Your work, "from presumption comes nothing but strife," and You have shown this proverb to be true by many examples within our culture, within our families, and within ourselves. Lord, if You could cause this body, 78 years ago, to ratify prohibition into our nation's constitution, then teach us never to judge a book by its cover. Give us the fortitude to understand, that we may gain from it a capacity for love, for graciousness, and for wisdom. This we pray in the Name of the only wise God.

Assembly Bill No. 376--An Act relating to children; making various changes relating to the education of children in the public schools; revising provisions governing school-based decision making; requiring the boards of trustees of school districts to set aside money for certain schools; revising provisions governing the distribution of money to school districts; revising provisions governing the truancy of pupils; increasing the fee for filing an action for divorce to pay for certain truancy programs and court-ordered health treatments; increasing the fee for a record of birth to pay in part for certain programs for children; establishing certain task forces relating to education; making an appropriation; providing penalties; and providing other matters properly relating thereto.

Assembly Bill No. 379--An Act relating to local improvement districts; authorizing the governing body of a municipality to create a local improvement district to provide for the conversion of electric and communication facilities that are above ground to underground facilities; and providing other matters properly relating thereto.
Assemblyman Goldwater moved that the bill be referred to the Committee on Infrastructure.

Assembly Bill No. 380--An Act relating to taxation; authorizing a county to sell tax liens against parcels of real property located within the county under certain circumstances; requiring the county treasurer to conduct a sale of tax liens if directed by the board of county commissioners; requiring the county treasurer to issue a certificate of purchase for each tax lien sold; requiring the county treasurer to collect the rent from the parcel of real property which is the subject of a tax lien under certain circumstances; authorizing the purchaser of a tax lien to commence an action for the collection of the delinquent taxes, penalties, interest and costs; authorizing the executive director of the department of taxation to enter into a contract with a collection agency for the collection of any outstanding debts owed to the department; and providing other matters properly relating thereto.
