SENATE JOINT RESOLUTION--Urging Congress to adopt a resolution supporting the transfer of certain public land located in Clark County, Nevada, for the establishment of a public shooting range and recreational facility.

Whereas, Because of the increased growth in the population of Las Vegas and Clark County, several areas in the county used as shooting ranges have been closed because they were public safety hazards; and
Whereas, Because of the closure of those areas, many residents of Las Vegas and Clark County do not have a legal shooting range upon which to use their firearms; and
Whereas, The Range Development Committee, consisting of persons from the Division of Wildlife of the State Department of Conservation and Natural Resources, the Bureau of Land Management in Clark County, the Clark County Department of Parks and Recreation and several private organizations, has determined a need for the establishment of a safe and properly supervised shooting range and recreational facility for use by the residents of Las Vegas and Clark County; and
Whereas, The Nevada Pacific Consortium, a nonprofit corporation, has proposed to establish and operate a public shooting range and recreational facility to be used for various shooting events and other activities related to firearms; and
Whereas, The proposed shooting range and recreational facility will be located approximately 30 miles south of Las Vegas in Hidden Valley, Nevada, and will include classrooms for instruction in the use of firearms, a camping area, a public park of approximately 40 acres, a facility for training Olympic athletes and several shooting ranges for sporting events and other activities related to firearms; and
Whereas, The Nevada Pacific Consortium has obtained approximately $3,000,000 from private organizations and persons for the development of the proposed range and recreational facility; and
Whereas, To assist the Nevada Pacific Consortium in establishing the shooting range and recreational facility, the Bureau of Land Management in Clark County has proposed to lease approximately 2,720 acres of public land located in Hidden Valley, Nevada; and
Whereas, The establishment of the shooting range and recreational facility would provide the residents of Las Vegas and Clark County with a safe and properly supervised shooting range and recreational facility; now, therefore, be it
Resolved by the Senate and Assembly of the State of Nevada, Jointly, That the Legislature of the State of Nevada hereby expresses its support for the establishment and operation of a public shooting range and recreational facility by the Nevada Pacific Consortium; and be it further
Resolved, That the Legislature of the State of Nevada hereby urges Congress to adopt a resolution expressing its support for the transfer of public land located in Hidden Valley, Nevada, for the establishment of the shooting range and recreational facility; and be it further
Resolved, That the Secretary of the Senate prepare and transmit a copy of this resolution to the Vice President of the United States as the presiding officer of the Senate, the Speaker of the House of Representatives and each member of the Nevada Congressional Delegation; and be it further
Resolved, That this resolution becomes effective upon passage and approval.
