AN ACT relating to state financial administration; requiring the state controller to pay the salaries and reimbursement of expenses of certain state employees and officers by the electronic transfer of money; and providing other matters properly relating thereto.

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1 Chapter 353 of NRS is hereby amended by adding thereto the provisions set forth as sections 2 and 3 of this act.
Sec. 2 1. Except as otherwise provided in subsection 2, the state controller shall transfer money to pay the net salary and any other reimbursement to an employee of this state electronically, unless the employee notifies the state controller that:
(a) It is impractical or more costly for the employee to receive money electronically; or
(b) The employee is unable to establish an account at a financial institution that accepts an electronic transfer of money.
2. The state controller may make any payment of money on a warrant by check or draft if he determines that it is more cost effective or efficient to the state than transferring the payment of money electronically.
3. As used in this section, "employee" means:
(a) Each classified and unclassified employee of this state; and
(b) Each officer of the executive, legislative and judicial departments of this state,
who is compensated from the money in the state treasury.
Sec. 3 The state controller shall adopt regulations to administer the provisions of section 2 of this act.
