AN ACT relating to state personnel; authorizing the state controller to establish a program allowing state officers and employees to purchase computer software and hardware for their personal use utilizing the purchasing and contracting authority of this state and deductions from payroll; and providing other matters properly relating thereto.

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1 NRS 281.129 is hereby amended to read as follows:
281.129 Any officer of the state, except the legislative fiscal officer, who disburses money in payment of salaries and wages of officers and employees of the state may, upon written requests of the officer or employee specifying amounts, withhold those amounts and pay them to:
1. Charitable organizations;
2. Employee credit unions;
3. Insurers, if the committee on benefits has approved the request;
4. The United States for the purchase of savings bonds and similar obligations of the United States; [and]
5. Employee organizations and labor organizations [.] ; and
6. A fiduciary designated by the state controller pursuant to section 2 of this act.
The state controller may adopt regulations necessary to withhold money from the salaries or wages of officers and employees of the executive department.
Sec. 2 Chapter 287 of NRS is hereby amended by adding thereto a new section to read as follows:
1. The state controller may, by regulation, establish a program pursuant to which the purchasing and contracting authority of this state is utilized to provide state officers and employees with the opportunity to purchase computer software and hardware for their personal use.
2. The program must allow state officers and employees to pay for such purchases through the withholding from their salaries and wages of specified amounts of money and the payment of that money to a fiduciary designated by the state controller.
3. The state controller may adopt regulations to carry out the provisions of this section.
Sec. 3. This act becomes effective upon passage and approval.
