AN ACT relating to the department of prisons; establishing within the department the position of administrator of programs for the treatment of offenders who abuse alcohol or drugs; designating the duties of the administrator; and providing other matters properly relating thereto.

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1 Chapter 209 of NRS is hereby amended by adding thereto a new section to read as follows:
1. The director shall appoint a full-time administrator of programs for the treatment of offenders who abuse alcohol or drugs. The administrator:
(a) Serves at the pleasure of the director and is responsible to him.
(b) Is in the classified service of the state, except for the purposes of recruitment, selection and retention.
(c) Shall devote his entire time and attention to the duties of his office and shall not engage in any other gainful employment or occupation.
2. The administrator shall:
(a) Assist the director in planning and establishing each program for the treatment of offenders who abuse alcohol or drugs that is operated by the department or that is operated by a governmental agency or private organization pursuant to a contract with the director.
(b) Administer, manage, coordinate and evaluate each such program.
(c) Supervise the employees of the department who are assigned to administer each such program.
(d) Enforce the policies and regulations of the department relating to the administration of each such program.
(e) Perform any other task necessary to coordinate each such program.
Sec. 2 This act becomes effective on July 1, 1997.
