AN ACT making appropriations to the Clark County School District for the establishment and operation of various educational programs; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1 1. The Clark County School District shall establish a program to extend the instruction of pupils beyond the regularly scheduled school day.
2. The school district shall designate not less than 25 schools within the district to participate in the program. Not less than two-thirds of the schools designated must be schools that have been identified as enrolling the largest number of pupils at risk of academic failure in school.
Sec. 2 1. There is hereby appropriated from the state general fund to the Clark County School District the sum of $900,000 for the program to extend the instruction of pupils beyond the regularly scheduled school day and for parent participation in the program to support and extend the tutorial effort. The money appropriated pursuant to this section may be used only to pay for:
(a) The salaries and benefits of academic teachers and teacher aides who are hired to supervise and instruct pupils in the program;
(b) The administration of the program, including office personnel;
(c) The salary and benefits of a program evaluator; and
(d) The costs for the operation of the program, including, but not limited to, the cost of food purchased for snacks for the pupils who participate in the program, instructional materials and supplies.
2. Any remaining balance of the appropriation made by subsection 1 must not be committed for expenditure after June 30, 1999, and reverts to the state general fund as soon as all payments of money committed have been made.
Sec. 3 1. In addition to the appropriation made pursuant to section 2 of this act for the program to extend the instruction of pupils beyond the regularly scheduled school day, the Clark County School District may accept money and services for the program from other governmental entities and private sources.
2. The Clark County School District shall, on or before February 1, 1999, submit a report to the 70th session of the Nevada Legislature which sets forth:
(a) Its expenditures for each fiscal year during the biennium of money appropriated pursuant to section 2 of this act;
(b) The number of employees hired for the program and the hours that each employee worked;
(c) The number and grade level of the pupils who participated in the program and the number of hours that each pupil was instructed by the program; and
(d) Data pertaining to the academic achievement and performance of the pupils before and after participation in the program.
Sec. 4 1. There is hereby appropriated from the state general fund to the Clark County School District the sum of $500,000 for the establishment of two Area Service Centers in Clark County to provide easier access to educational services for the residents in the communities.
2. Any remaining balance of the appropriation made by subsection 1 must not be committed for expenditure after June 30, 1999, and reverts to the state general fund as soon as all payments of money committed have been made.
Sec. 5 1. There is hereby appropriated from the state general fund to the Clark County School District the sum of $510,000 for tuition-free summer school for 8,600 pupils, including, without limitation, the costs for supplies and the salaries of teachers, teacher aides and administrators.
2. Any remaining balance of the appropriation made by section 1 of this act must not be committed for expenditure after June 30, 1999, and reverts to the state general fund as soon as all payments of money committed have been made.
Sec. 6 This act becomes effective upon passage and approval or on June 30, 1997, whichever occurs earlier.
