AN ACT relating to deer tags; requiring the board of wildlife commissioners to adopt regulations which require that deer tags be issued to youthful applicants and elderly applicants under certain circumstances; and providing other matters properly relating thereto.

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1 Chapter 502 of NRS is hereby amended by adding thereto a new section to read as follows:
1. The commission shall, to assist youthful applicants and elderly applicants in procuring deer tags, adopt regulations which, except as otherwise provided in subsection 2, provide that upon application therefor and payment of the prescribed fee, a deer tag must be issued pursuant to NRS 502.130 to:
(a) A youthful applicant who:
(1) During at least 3 of the immediately preceding 4 years applied for a deer tag; and
(2) Failed to draw a deer tag during any of the immediately preceding 4 years.
(b) An elderly applicant who:
(1) During each of the immediately preceding 4 years applied for and failed to draw a deer tag.
(2) After receiving a deer tag pursuant to subparagraph (1) or this subparagraph, applied for and failed to draw a deer tag during each of 2 consecutive years.
2. The regulations must provide that a youthful applicant or an elderly applicant is not entitled to a deer tag pursuant to subsection 1 if:
(a) His license to hunt has been revoked, denied or suspended for a violation of any provision of this Title or the regulations adopted pursuant thereto; or
(b) He fails to submit his application for a deer tag in accordance with the provisions of this Title or the regulations adopted pursuant thereto.
3. As used in this section, unless the context otherwise requires:
(a) "Elderly applicant" means an applicant who is a resident of this state and is at least 70 years of age.
(b) "Youthful applicant" means an applicant who is a resident of this state and is at least 16 but less than 18 years of age.
Sec. 2 This act becomes effective on July 1, 1997.
