AN ACT relating to state financial administration; requiring the development of criteria for a business plan for use in future state budget processes; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1 1. The Department of Administration and the Fiscal Analysis Division of the Legislative Counsel Bureau, jointly, shall develop criteria for a business plan for use by state agencies seeking an authorized expenditure or appropriation for a new program or for a program that is proposed for expansion by more than 50 percent of the amount approved by the Legislature for the program for the current biennium.
2. The criteria developed pursuant to subsection 1 must be submitted to the Interim Finance Committee for approval on or before February 1, 1998.
3. Upon approval of the criteria by the Interim Finance Committee, the criteria must be included by the Department of Administration as a requirement in the instructions to state agencies concerning the creation of the proposed budget for the 1999-2001 biennium.
