AN ACT relating to programs for the treatment of alcohol and drug abuse; requiring the legislative auditor to perform an audit of the effectiveness of programs for the treatment of alcohol and drug abuse conducted in this state; establishing certain requirements for the audit; and providing other matters properly relating thereto.

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1 1. The legislative auditor shall perform an audit of the effectiveness of programs for the treatment of alcohol and drug abuse that are conducted in this state.
2. The audit required by subsection 1 must include, without limitation:
(a) An evaluation of whether persons participating in such programs:
(1) Continue to abuse alcohol or drugs after completing the program;
(2) Have completed educational programs related to alcohol and drug abuse or any type of vocational training;
(3) Obtain employment after completing the program; and
(4) Are arrested or incarcerated after completing the program;
(b) Statistics that differentiate between the various types and length of treatment received by persons participating in such programs, if feasible;
(c) A comparison of the percentage of persons who are rehabilitated after completing such programs and the percentage of persons who are rehabilitated without participating in such programs, if feasible; and
(d) Recommendations, if any, to improve the effectiveness of such programs for treatment.
3. The legislative auditor shall submit the results of the audit and any recommendations to the audit subcommittee of the legislative commission on or before January 18, 1999.
4. The provisions of NRS 218.737 to 218.890, inclusive, apply to the audit performed pursuant to subsection 1.
Sec. 2 This act becomes effective on July 1, 1997.
