ASSEMBLY BILL 447: Makes various changes to provisions governing sale of motor vehicles. (BDR 43- 16) George Harris, Lobbyist, Nevada Association of Auto Brokers, testified this bill defines what an auto broker is in the state of Nevada. Robert Barengo, Counsel, Nevada Association of Auto Brokers, stated this bill creates a new license in the Department of Motor Vehicles and Public Safety. He reviewed each section of the bill. Mr. Harris and Mr. Barengo discussed the bill with the committee. Leonard Nevin, Lobbyist, Whittlesea Bell, testified on behalf of Daryl Capurro, stating Mr. Capurro is in agreement with the bill. Larry Stout, Assistant Chief, Registration Division, Department of Motor Vehicles and Public Safety (DMV&PS), stated the department worked closely with the two parties in crafting this bill. The department supports the bill. Senator Washington closed the hearing on A.B. 447 and opened the hearing on A.B. 691. ASSEMBLY BILL 691: Transfers capitol police to department of motor vehicles and public safety. (BDR 43- 2116) Mr. Stout stated the department is in support of this bill. Don O. Williams, Chief Principal Research Analyst, stated this is included in the Governor's budget and presented a bill summary (Exhibit C). Ray Sparks, Deputy Director, Department of Motor Vehicles and Public Safety (DMV&PS), testified to the security provided for the Governor and Governor's Mansion. Senator Jacobsen said this bill will provide better security for the state buildings. Mr. Sparks explained that the capitol police will maintain the protection of the employees and visitors to state buildings, and coordinate with the Nevada Highway Patrol (NHP) for the Governor's safety. Senator Neal asked about NDI? Mr. Sparks said the Nevada Division of Investigation's mission is to investigate narcotics-related offences and perform general investigations at the request of a local sheriff or police department. Senator Washington closed the hearing on A.B. 691 and opened the hearing on A.B. 707. ASSEMBLY BILL 707: Makes various changes relating to identification cards for persons without drivers' licenses. (BDR 43-2046) Bruce Glover, Chief, Drivers' License Division, Department of Motor Vehicles and Public Safety (DMV&PS), explained identification cards need to have expiration dates. He gave an amendment to the committee which allows for the collection of $1.50 for the renewal of the cards by mail (Exhibit D). He said there will not be any renewal cards for the next 4 years, so the amendment could be held until the next session. Senator Washington closed the hearing on A.B. 707 and opened the hearing on A.B. 718. ASSEMBLY BILL 718: Requires posting of signs containing certain information relating to projects for public highway, road and bridge construction. (BDR 35-1453) Rod Johnson, Assistant Director, Operations, Construction Division, Nevada Department of Transportation (NDOT), stated they are in favor of the bill. He said there is a lot of information that needs to be on the sign. He requested the sign have the agency's name, project number, the approximate date of completion, and a telephone number to call for further information. Senator Washington questioned the bill, saying any project which costs more than $250,000 will erect a sign to inform the public of the project. Mr. Johnson said the amount was $100,000 originally.
