MINUTES OF THE SENATE COMMITTEE ON TRANSPORTATION Sixty-eighth Session June 23, 1995 The Senate Committee on Transportation was called to order by Chairman William R. O'Donnell, at 12:35 p.m., on Friday, June 23, 1995, on the Senate floor of the Legislative Building, Carson City, Nevada. There was no Agenda. There was no Attendance Roster. Lee GUEST LEGISLATORS PRESENT: Senator Randolph Townsend Senator William Raggio STAFF MEMBERS PRESENT: Diane Rea, Committee Secretary Senator O'Donnell open the meeting on Senate Bill (S.B.) 49. SENATE BILL 49: Repeals provision authorizing dealer of vehicles to register certain number of vehicles without payment of privilege tax. (BDR 43-900) Senator O'Donnell explained that Ray Sparks testified that the intent of the bill is to express the concern of dealers abusing the dealers special registration. They never register a vehicle. They use the special dealers plate and never pay the privilege tax or registration fees. The bill eliminates the special plate. SENATOR JACOBSEN MOVED TO DO PASS S.B. 49. SENATOR NEAL SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. * * * * * Senator O'Donnell said our committee had dealt with S.B. 322 with regards to insurance notifications. SENATE BILL 322: Revises requirements for maintaining proof of financial responsibility after reinstatement or restoration of driver's license, permit or registration. (BDR 43-1468) Senator O'Donnell asked Senator Townsend for the authority to amend the bill. Senator Randolph Townsend testified that two people in this building have gone to court after being notified that they did not have insurance, proven that they did have insurance and still could not avoid the $50 fine. Senator O'Donnell said this needs to be addressed. He asked if the bill has passed to the Assembly floor. Senator Townsend said maybe an amendment could be gotten on the Assembly floor and the Senate could just concur with it. Senator O'Donnell agreed. Senator Townsend said if a person can prove they have insurance they should not have to pay the fine.
