MINUTES OF THE SENATE COMMITTEE ON LEGISLATIVE AFFAIRS AND OPERATIONS Sixty-eighth Session April 7, 1995 The Senate Committee on Legislative Affairs and Operations was called to order by Chairman Mike McGinness, at 11:25 a.m., on Friday, April 7, 1995, in Room 227 of the Legislative Building, Carson City, Nevada. James Senator Dina Titus Senator Bob Coffin Senator Bernice Mathews STAFF MEMBER PRESENT: Joan Thran, Committee Secretary Senator McGinness started discussion of Senate Concurrent Resolution (S.C.R.) 18. SENATE CONCURRENT RESOLUTION 18: Rules of Senate and Assembly for 68th legislative session to impose additional requirements for enactment of certain legislative measures. Senator McGinness explained to the committee that S.C.R. 18 deals with taxes and should be re-referred to the committee on taxation. Discussion followed. Senator Coffin questioned the procedural matter and said, "If the committee gave its authority to another committee, was this going to happen often?." Senator McGinness said, "no, the reason for re-referring S.C.R. 18 would allow the committee on taxation to hear S.C.R. 18 and S.J.R. 19 at the same time." SENATE JOINT RESOLUTION 19: Proposes to amend Nevada constitution to impose additional requirements for enactment of legislative measures that impose or increase public revenue. SENATOR RAGGIO MOVED TO RE-REFER S.C.R. 18 TO THE SENATE COMMITTEE ON TAXATION. SENATOR COFFIN SECONDED THE MOTION.
