James, at 10:39 a.m., on Thursday, January 26, 1995, in Room 119 of the Legislative Building, Carson City, Nevada. Story, Committee Secretary Senator James called the meeting to effect committee introduction of several Bill Draft Requests (BDRs). BILL DRAFT REQUEST R-972: Urges development of program to track prescriptions for controlled substances filled by pharmacies. This BDR was brought to the committee by Senator Adler. The chairman called for a motion to introduce the BDR. SENATOR LEE MOVED FOR INTRODUCTION OF BDR R-972. SENATOR ADLER SECONDED THE MOTION. THE MOTION CARRIED. (SENATOR TITUS AND SENATOR WASHINGTON WERE ABSENT FOR THE VOTE.) ***** BILL DRAFT REQUEST R-1080: Urges Supreme Court to examine judicial accountability. This BDR, the chairman announced, was brought through the Judicial Accountability Recommendations from the Judicial Assessment Commission by Bob Erickson, Research Director, Legislative Counsel Bureau, who served on that commission. Senator James called for a motion to introduce the BDR. SENATOR ADLER MOVED FOR INTRODUCTION OF BDR R-1080. SENATOR LEE SECONDED THE MOTION. THE MOTION CARRIED. (SENATOR TITUS AND SENATOR WASHINGTON WERE ABSENT FOR THE VOTE.) ***** BILL DRAFT REQUEST 5-1042: Requires juveniles charged with felony involving the use of a firearm to be prosecuted as an adult. This bill draft was requested by the chairman of the Senate Committee on Judiciary on behalf of the Las Vegas Metropolitan Police Department. The chairman called for a motion. SENATOR LEE MOVED FOR INTRODUCTION OF BDR 5-1042. SENATOR McGINNESS SECONDED THE MOTION. THE MOTION CARRIED. (SENATOR TITUS AND SENATOR WASHINGTON WERE ABSENT FOR THE VOTE.) ***** BILL DRAFT REQUEST 15-1456: Expands aggravated circumstances under which death penalty may be imposed for murder. This BDR was brought by Senator Washington for committee introduction. It adds parole and probation officers to the list of peace officers whose killing would be an aggravating circumstance to a murder charge. There was some question as to whether the wording on the BDR would require a conflict amendment. It was concluded by Dennis Neilander, Senior Research Analyst, that the way it was worded would not require such an amendment. SENATOR WASHINGTON MOVED TO INTRODUCE BDR 15-1456. SENATOR LEE SECONDED THE MOTION. THE MOTION CARRIED.
