MINUTES OF THE SENATE COMMITTEE ON HUMAN RESOURCES AND FACILITIES Sixty-eighth Session June 29, 1995 The Senate Committee on Human Resources and Facilities was called to order by Chairman Raymond D. Rawson, at 11:05 a.m., on Thursday, June 29, 1995, on the Senate floor of the Legislative Building, Carson City, Nevada. There was no Agenda. There was no Attendance Roster. COMMITTEE MEMBERS PRESENT: Senator Raymond D. Rawson, Chairman Senator Sue Lowden, Vice Chairman Senator Joseph M. Neal, Jr. Senator Bob Coffin Senator Bernice Mathews COMMITTEE MEMBERS ABSENT: Senator Maurice Washington Senator Kathy M. Augustine STAFF MEMBERS PRESENT: Teri J. Spraggins, Committee Secretary ASSEMBLY CONCURRENT RESOLUTION 14: Encourages employers to allow leave without pay for employees to participate in school-related activities and provide procedure for school to contact parent at work in case of emergency involving a child. Senator Rawson noted that the Assembly requested that the bill be reverted to its original form. Discussion of the bill ensued. SENATOR LOWDEN MOVED NOT TO RECEDE. SENATOR COFFIN SECONDED THE MOTION. THE MOTION CARRIED. (SENATORS AUGUSTINE AND WASHINGTON WERE ABSENT FOR THE VOTE.) ***** Senator Rawson appointed Senator Lowden, Senator Augustine, and Senator Coffin to the First Committee on Conference. Senator Lowden will be the chairperson. Assembly Concurrent Resolution No. 42: Urges school districts and Board of Regents of University of Nevada to develop and provide training regarding child abuse. Senator Rawson noted the Senate added disabled children to the bill. He stated that Barbara Cegavske, a proponent of the bill, did not object to the Senate change; but the Assembly wants the bill reverted to its original form. SENATOR NEAL MOVED TO RECEDE. SENATOR MATHEWS SECONDED THE MOTION. THE MOTION CARRIED. (SENATORS AUGUSTINE AND WASHINGTON WERE ABSENT FOR THE VOTE.) ***** SENATE BILL 283: Provides exception to requirement for open and public meetings for certain meetings of commission on mental health and mental retardation. Senator Rawson told the committee that after reviewing the bill, the press requested that the files be open. He stated the law provides for confidentiality and not disclosure. Senator Lowden commented that the bill solidifies the patient/doctor confidentiality relationship. SENATOR COFFIN MOVED TO CONCUR. SENATOR MATHEWS SECONDED THE MOTION. THE MOTION CARRIED. (SENATORS AUGUSTINE AND WASHINGTON WERE ABSENT FOR THE VOTE.) ***** SENATE BILL 85: Revises provisions governing suspension or expulsion of pupil who possesses dangerous weapon or firearm. Senator Rawson explained the bill provides that they must mail a certified letter to the parent's home within 10 days of the student's infraction before they have suspended or expelled the student from school. He told the committee he had spoken with Lorne Malkiewich, Director, Legislative Counsel Bureau, who stated the 10 days would provide adequate legal notice. Committee discussion of suspensions, expulsions, handguns, and remedy of situations ensued. The consensus of the committee is that the suspension has to be immediate to provide an immediate solution to the problem. They agreed that parents should receive notification of the suspension via a certified letter. SENATOR NEAL MOVED NOT TO CONCUR. SENATOR MATHEWS SECONDED THE MOTION. THE MOTION CARRIED.
