MINUTES OF THE SENATE COMMITTEE ON HUMAN RESOURCES AND FACILITIES Sixty-eighth Session June 27, 1995 The Senate Committee on Human Resources and Facilities was called to order by Chairman Raymond D. Rawson, at 2:50 p.m., on Tuesday, June 27, 1995, on the Senate floor of the Legislative Building, Carson City, Nevada. There was no Agenda. There was no Attendance Roster. COMMITTEE MEMBERS PRESENT: Senator Raymond D. Rawson, Chairman Senator Sue Lowden, Vice Chairman Senator Maurice Washington Senator Kathy M. Augustine Senator Joseph M. Neal, Jr. Senator Bob Coffin Senator Bernice Mathews STAFF MEMBERS PRESENT: Molly Dondero, Committee Secretary OTHERS PRESENT: None The floor meeting was opened on Senate Bill 362 with a discussion of the proposed amendment Exhibit A. It was noted during a brief discussion by Senator Rawson that Fred Hillerby and Paula Berkley have signed off on the amendment. SENATE BILL 362: Expands circumstances under which practitioner may refer patient to health care. SENATOR WASHINGTON MOVED TO CONCUR WITH AMENDMENT NO. 1148. SENATOR LOWDEN SECONDED THE MOTION. THE MOTION CARRIED. (SENATOR NEAL WAS ABSENT FOR THE VOTE.) ***** The floor meeting was closed on S.B. 362 and opened on S.B. 161. SENATE BILL 161: Consolidates office of Nevada commissioner for veteran affairs. Senator Coffin asked what the amendment contained. Exhibit B was discussed by the committee. SENATOR WASHINGTON MOVED TO CONCUR WITH AMENDMENT NO. 1006. SENATOR LOWDEN SECONDED THE MOTION. THE MOTION CARRIED. (SENATOR NEAL WAS ABSENT FOR THE VOTE.) ***** The floor meeting was closed on S.B. 161 and was opened on S.B. 36. SENATE BILL 36: Requires development of program to track prescriptions for certain controlled substances filled by pharmacies. Senator Augustine read Exhibit C. She commented the Assembly replaced everything the committee had removed. She stated those sections are in conflict with S.B. 385. SENATE BILL 385: Makes various changes relating to practice of pharmacy. SENATOR AUGUSTINE MOVED TO NOT CONCUR WITH AMENDMENT NO. 908. SENATOR LOWDEN SECONDED THE MOTION. Senator Neal commented he thought the issue was already in the law. Senator Augustine stated it is not. THE MOTION CARRIED. (SENATORS COFFIN, AND NEAL VOTED NO.) ***** The floor meeting was closed on S.B. 36 and opened on S.B. 477. A discussion was held on Exhibit D. SENATE BILL 477: Exempts convention halls from requirement of providing sufficient number of water closets and urinals to comply with Uniform Plumbing Code. SENATOR AUGUSTINE MOVED TO CONCUR WITH AMENDMENT NO. 1139. SENATOR COFFIN SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. ***** The floor meeting was closed on S.B. 477 and opened on Assembly Bill (A.B.) 663. ASSEMBLY BILL 663: Provides school district may authorize use of property of district for commercial advertising. Senator Rawson explained the bill will allow school buses to display advertising. Senator Washington asked who will sell the advertising. Senator Rawson stated the school boards will appoint anyone they wish to do the sales. He stated he does not feel an amendment will accomplish the goal of the bill. Senator Washington asked if the money goes into the General Fund. Senator Lowden stated it does not. Senator Augustine pointed out the money is deposited in the county school district fund as indicated on lines 23 and 24 of the bill. She suggested holding the bill. No action was taken on the bill and the floor meeting was closed on A.B. 663.
