MINUTES OF THE SENATE COMMITTEE ON HUMAN RESOURCES AND FACILITIES Sixty-eighth Session June 20, 1995 The Senate Committee on Human Resources and Facilities was called to order by Chairman Raymond D. Rawson, at 12:38 p.m., on Tuesday, June 20, 1995, on the Senate floor of the Legislative Building, Carson City, Nevada. There was no Agenda. There was no Attendance Roster. COMMITTEE MEMBERS PRESENT: Senator Raymond D. Rawson, Chairman Senator Sue Lowden, Vice Chairman Senator Maurice Washington Senator Kathy M. Augustine Senator Joseph M. Neal, Jr. Senator Bob Coffin Senator Bernice Mathews GUEST LEGISLATORS PRESENT: Senator William J. Raggio Senator Mike McGinness STAFF MEMBERS PRESENT: Linda Chapman, Committee Secretary ASSEMBLY BILL 436: Authorizes board of county commissioners in certain counties to serve as board of hospital trustees. (BDR 40-1396) Chairman Rawson told the committee he would like to amend Assembly Bill (A.B.) 436 with Amendment Number (No.) 981 offered by Senator McGinness, rather than Amendment No. 980 which was suggested by Senator Augustine and drafted at the request of the Senate Committee on Human Resources and Facilities. Discussion ensued regarding the suggestion by Chairman Rawson. Senator Augustine told the committee Amendment No. 980 incorporates Senator McGinness' amendment, but goes even further in that it does not allow the hospital board to be removed from office, but rather makes the county commissioners ex-officio members of the board. Senator McGinness remarked his amendment leaves that section as it was in the original bill. Senator Neal stated the Clark County hospital trustees were removed from office in the manner described in the bill. Senator Mathews expressed her objection to removing elected officials from office by the means provided in the bill. Senator McGinness explained that the county commissioners would enact an ordinance to effect the removal of hospital trustees from office, after certain events occurred. Senator Neal expressed his support for Senator McGinness. Senator Augustine told the committee the laundry list of events which must occur prior to the county commissioners intervention is still intact, but reiterated her suggested amendment provides for the commissioners to become ex-officio members of the hospital board. Senator Mathews commented that ex-officio members cannot vote. Chairman Rawson suggested this amendment would allow for two tracks of power with equal authority, and they need to have the ability to straighten out their own problems. SENATOR NEAL MOVED TO SUBSTITUTE AMENDMENT NO. 981 FOR AMENDMENT NO. 980 TO ASSEMBLY BILL 436. SENATOR LOWDEN SECONDED THE MOTION. Senator Coffin pointed out that the amendments are floor amendments and therefore Senator Augustine would not be prohibited from presenting her amendment as well. Senator Raggio advised that Amendment No. 980 was a committee amendment and has first priority. THE MOTION CARRIED.
