MINUTES OF THE SENATE COMMITTEE ON GOVERNMENT AFFAIRS Sixty-eighth Session July 2, 1995 The Senate Committee on Government Affairs was called to order by Chairman Ann O'Connell, at 8:05 p.m., on Sunday, July 2, 1995, on the Senate floor of the Legislative Building, Carson City, Nevada. O'Donnell (Excused) GUEST LEGISLATORS PRESENT: Assemblywoman Barbara Buckley Assemblywoman Sandra Tiffany Assemblyman Joseph E. Dini, Jr. Assemblyman Pete Ernaut STAFF MEMBERS PRESENT: Dana Bennett, Senior Research Analyst, Legislative Counsel Bureau Linda Chapman, Committee Secretary ASSEMBLY BILL 655: Revises provisions regarding advisory committee on housing and provides for location of principal office of housing division of department of business and industry. (BDR 25-1896) Senator Titus explained the provisions of Assembly Bill (A.B) 655 to the committee. She stated it will create an advisory board on housing, and add a housing division office in Las Vegas. She opined it will "pump new blood" into the State Housing Division. Senator Raggio noted the fiscal note was removed from the bill. Chairman O'Connell asked Senator Raggio if the Legislature can bind another legislative body in another session. Senator Raggio affirmed they can do it in this manner because it will go over to the next biennial budget. He questioned whether the $25,000 budget figure could be correct considering the addition of an office in Las Vegas. He further asked where the bill is at the present time. Vice Chairman Townsend advised that the committee indefinitely postponed the bill. Ms. Buckley told the committee the bill originated with Ms. Tiffany because the State Housing Division was not adequate to serve the state. Ms. Tiffany testified she researched five other states to determine how they operate their housing divisions before proposing this legislation. She said she had discussions with Ms. Buckley and Rose McKinney-James, Director, State Department of Business and Industry, to come up with the idea of an advisory commission. Ms. Buckley told the committee Ms. James suggested an office in the south would encourage private sector involvement. Senator Raggio asked Ms. Tiffany, if this becomes effective in 1997, where the money will come from. Ms. Tiffany replied it is already included in her budget. Senator Porter advised the committee Assemblyman Carpenter encouraged the passage of the bill because of the effect it will have on Elko County. Ms. Buckley explained there were problems with personnel, and by revamping the advisory board, all of the counties will be better served. Ms. Tiffany opined the creation of the advisory board is critical to private sector involvement. Ms. Buckley insisted the addition of new locations will give new direction to the housing division. SENATOR SHAFFER MOVED TO RESCIND THE PREVIOUS ACTION TAKEN ON A.B. 655. SENATOR TITUS SECONDED THE MOTION. THE MOTION CARRIED. (VICE CHAIRMAN TOWNSEND VOTED NO.
