She convened the committee as a subcommittee. The meeting may have reached a committee quorum during various parts of the hearing, however; they never sustained the quorum and the meeting is considered a subcommittee hearing. SENATE BILL 556: Provides additional circumstances for creating unincorporated towns and revises provision governing establishment of basic ad valorem revenue for certain local governments. Discussion involved how to establish a distribution mechanism for Motor Vehicle Privilege Tax (MVPT) and Supplemental City/County Relief Tax (SCCRT) to allow Spring Valley, which has never had the opportunity to participate in the distribution of those revenues, to participate in the distribution of those revenues. The proposed 4-year SCCRT phase in, beginning in fiscal year 1996-1997 was discussed. Possible amendments were proposed. Short- and long-term plans for the Spring Valley area and the capital improvements based on existing revenues were discussed. How S.B. 556 affects the other areas in the county, not currently incorporated, was debated. Discussion of possible topics for an interim study followed.
