MINUTES OF THE SENATE COMMITTEE ON GOVERNMENT AFFAIRS Sixty-eighth Session April 6, 1995 The subcommittee meeting of the Senate Committee on Government Affairs was called to order by Chairman Ann O'Connell, at 4:30 p.m., on Thursday, April 6, 1995, in Room 227 of the Legislative Building, Carson City, Nevada. Wilcox, Assistant to the General Manager, Las Vegas Valley Water District Kurt Fritsch, Assistant City Manager, City of Henderson Tom Grady, Lobbyist, Nevada League of Cities Kathryn McClain, Legislative Analyst, Clark County Terry Lamuraglia, Chief Legislative Representative, Clark County Personnel Department Michelle Gamble, Lobbyist, Nevada Association of Counties Nancy Howard, Lobbyist, Nevada League of Cities Senator O'Connell announced at the beginning of the meeting that the work session scheduled was canceled. She explained the committee may or may not achieve or maintain quorum during the meeting. The committee chose to hold a subcommittee hearing on Senate Bill 183 instead of conducting a work session. The following is a brief review of the subcommittee meeting on Senate Bill 183. SENATE BILL 183: Authorizes certain counties to enact certain ordinances. (BDR 20-161) Senator O'Connell asked the audience what factors they would like to have included in the interim study on home rule, and which factors did they not want to have included in the interim study on home rule. Irene Porter, Southern Nevada Homebuilders Association, specifically asked that fiscal home rule not be included in the interim study. Mary Henderson, Director, Washoe County Government Affairs, suggested that the first task of the interim study be a definition of "home rule." She distributed information which had been gathered on "home rule" (Exhibit C). The subcommittee and the audience reviewed section 8 of the Constitution of the State of Nevada (Exhibit D). The subcommittee and the audience discussed various laws which are being presented this session which counties would handle if home rule were in effect. A discussion of definitions, finances, functions of home rule, issues of trust, local ordinances, service delivery, public administration, county classifications, state growth, block grants, a master plan for the state, and qualifications of elected public officials were discussed. Senator O'Connell asked the subcommittee and the audience to examine chapter 288 of the Nevada Revised Statutes (NRS). She stated this is where most of the proposed changes in the law are. Senator O'Connell announced to the audience that representatives from businesses, chambers of commerce, counties, development, labor and tele-communications will be invited to all future subcommittee hearings to ensure as broad a spectrum of input as possible is received. The subcommittee and the audience agreed to review the NRS statutes and to report back to the subcommittee on Thursday, April 27, 1995, their definition of home rule, and bills proposed this session which would be handled by the counties without Legislative intervention.
