MINUTES OF THE ASSEMBLY COMMITTEE ON TAXATION Sixty-eighth Session January 19, 1995 The Committee on Taxation was called to order at 1:15 p.m., on Thursday, January 19, 1995, Chairman Mr. Bob Price presiding in Room 332 of the Legislative Building, Carson City, Nevada. After introductions, Mr. Price suggested the proposed "Standing Rules of the Assembly Committee on Taxation" for the sixty-eighth session, 1995 be reviewed to see if they were satisfactory for adopting. He explained that Assemblyman Stroth and himself began with the prior year's taxation rules, reviewed various other committee rules for inclusion, and tried to make them consistent with this year's situation with co-chairs ( i.e., agreement on tie votes going to the floor, etc.). ASSEMBLYMAN MARVEL MOVED DO PASS ON STANDING RULES. ASSEMBLYMAN ERNAUT SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. Mr. Ted Zuend informed the Committee that taxation questions and/or matters do not need to be answered by the Research Division; his office or himself could take requests. Chart, table, and graph services were also available. Direct phone number: 687-6896. Ms. Yolanda Gonzales, Department of Taxation, introduced herself as the new director. Mr. Price asked which members would like to have minute books from Taxation. Ms. Stroth, Mr. Sandoval, and Mr. Menendo requested this option. Mr. Price requested the Committee members decide which beverages they desired during the weekly meetings. A questionnaire was routed; Committee Secretary Nykki Kinsley volunteered to collect the monies for this service. Bill Draft Request (B.D.R.) C-335 - Proposes to amend Nevada constitution to provide procedure to resolve conflict between certain initiative petitions approved by voters. Mr. Price read B.D.R.# C-335, informed the Committee he believed Legislative Council Bureau (L.C.B) had requested the Bill, and stated B.D.R.# C-335 would go to Elections and Procedures as a referral. ASSEMBLYMAN ERNAUT MOVED DO PASS ON B.D.R. C-335. ASSEMBLYMAN SCHNEIDER SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. Ms. Jeannine Stroth expressed her pleasure to be working with an esteemed senior legislator and was proud to be on the Taxation Committee. Mr. Price stated his desire to set an example for other committees. He pointed out the rules were formally set up to alternate chairmanship each week through May; but options were open and flexible. Mr. Price discussed travel, specifically the Las Vegas adjournment break. Taxation normally has not met in Las Vegas and, most likely, Taxation would not be required to travel there this year. Mr. Ted Zuend informed that Tuesday, January 24 Mary Mathews from Fiscal Analysis Division would be scheduled to give a brief overview of the local government financial report. Mr. Zuend advised that the Tax Commission would attend a joint session in Room 119 on Thursday, January 26. Mr. Dan Miles and himself would be discussing the revenue projections made by the Economic Forum to the joint hearings, as well. Mr. Price advised those present that a presentation to the Taxation Committee on Nevada tax base would be made on Tuesday, January 24. There being no further business to come before committee, the meeting was adjourned at 2:00 p.m. upon motion of Mr. Marvel, seconded by Mr. Ernaut.
