MINUTES OF THE ASSEMBLY COMMITTEE ON GOVERNMENT AFFAIRS Sixty-eighth Session May 25, 1995 The Committee on Government Affairs was called to order at 10:30 a.m., on Thursday, May 25, 1995, Chairman Douglas A. ASSEMBLYMAN SEGERBLOM MOVED FOR COMMITTEE INTRODUCTION OF B.D.R. NO. 20-2005. ASSEMBLYMAN LAMBERT SECONDED THE MOTION. THE MOTION CARRIED. B.D.R. No. 23-2098 - Revises provisions governing eligibility of certain gaming control agents for early retirement. ASSEMBLYMAN WILLIAMS MOVED FOR COMMITTEE INTRODUCTION OF B.D.R. NO. 23-2098. ASSEMBLYMAN KRENZER SECONDED THE MOTION. THE MOTION CARRIED. ASSEMBLY BILL NO. 345 - Revises provisions governing sale, lease or exchange of land owned by City of Henderson. Chairman Bache distributed a memorandum from Assemblyman Richard Perkins (Exhibit B). Chairman Bache advised there was an omission from a bill draft concerning a charter change for the city of Henderson. He said the city had requested the term of office of municipal judges be six years and that request was not covered in the bill draft. Chairman Bache suggested the omission could be dealt with by rescinding the committee's prior action on A.B. 345 and, thereafter, amending and rereferring A.B. 345. ASSEMBLYMAN WILLIAMS MOVED TO RESCIND THE COMMITTEE'S PRIOR ACTION TO INDEFINITELY POSTPONE A.B. 345. ASSEMBLYMAN LAMBERT SECONDED THE MOTION. THE MOTION CARRIED. * * * * * * * ASSEMBLYMAN LAMBERT MOVED TO AMEND AND REREFER A.B. 345. ASSEMBLYMAN SEGERBLOM SECONDED THE MOTION. Discussions were held among committee members. Chairman Bache explained the amendment being proposed was to delete the provisions of A.B. 345 in their entirety and substitute provisions which would amend Henderson's city charter to establish the term of office for municipal court judges as six years. THE MOTION CARRIED; ASSEMBLYMAN HARRINGTON VOTED "NO." ASSEMBLY BILL NO. 398 - Makes various changes governing priority, forfeiture and adjudication of water rights. Chairman Bache provided a proposed amendment to A.B. 398 (Exhibit C). Assemblyman de Braga explained the proposed amendment (Exhibit C) would delete from A.B. 398 any reference to "forfeiture" and "abandonment" and, also, any reference to bypassing the court system. She advised, as amended, A.B. 398 would merely allow disputes over title or ownership of water rights to be settled in the district court of the county in which the water was located. ASSEMBLYMAN DE BRAGA MOVED TO AMEND A.B. 398 (IN ACCORDANCE WITH EXHIBIT C) AND TO REREFER A.B. 398. ASSEMBLYMAN NEIGHBORS SECONDED THE MOTION. THE MOTION CARRIED.
