MINUTES OF THE ASSEMBLY COMMITTEE ON EDUCATION Sixty-eighth Session January 23, 1995 The Committee on Education was called to order at 3:40 p.m., on Monday, January 23, 1995, Chairman Wendell P. Williams presiding in Room 330 of the Legislative Building, Carson City, Nevada. Exhibit A is the Agenda. Exhibit B is the Attendance Roster. COMMITTEE MEMBERS PRESENT: Mr. William Z. Roy Neighbors Ms. Jeannine Stroth COMMITTEE MEMBERS ABSENT: None GUEST LEGISLATORS PRESENT: None STAFF MEMBERS PRESENT: H. Pepper Sturm, Chief Principal Research Analyst OTHERS PRESENT: Karen Steinberg, UCCSN Chairman Harrington and Chairman Williams addressed the committee with general remarks concerning their hopes for a cooperative, successful session. Chairman Williams noted that many bills heard by the Committee involve financial items dealt with by Ways and Means and that the Education Committee deals with issues of setting policy in Education. The Committee discussed the Standing Rules of the Education Committee (Exhibit C). Item 12 of the Standing Rules regarding who will conduct the meetings in the absence of the Presiding Chair was discussed extensively. The consensus of the committee was that language of Item 12 should be changed to read: "In the absence of the Presiding Chairman, the Presiding Vice-Chairman shall conduct the meetings of the Committee." ASSEMBLYMAN BENNETT MOVED THAT THE STANDING RULES OF THE EDUCATION COMMITTEE BE ACCEPTED WITH THE AMENDED LANGUAGE. ASSEMBLYMAN DE BRAGA SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY. H. Pepper Sturm, Chief Principal Research Analyst from the Legislative Counsel Bureau presented an Issue Brief on Education for the 1995 Legislature, (Exhibit D) which provided background information, anticipated issues, other Legislative/Executive branch proposals, and issues in other states. Mr. Sturm also handed out and referred to the Study of Public Elementary and Secondary Education, January, 1995, (Exhibit E). Mr. Sturm indicated that the study committee was asked to examine the policy structure and the fiscal structure of the Nevada System of Public Education. He noted that just about anything anyone needed to know to understand these structures is contained within this document and is an excellent reference source. Assemblyman Manendo thanked Mr. Sturm for his work and indicated how helpful the Issue Brief is to the freshman assemblyman.
